Research On The Interest Coordination In The Targeted Poverty Alleviation Of The Farmers' Professional Cooperatives In T County, Shanxi Province

Targeted poverty alleviation was first proposed in November 2013.General Secretary Xi Jinping further clarified the importance of eliminating poverty in the report of the Nineteenth National Congress of the Party.In the process of poverty alleviation in China's rural areas,targeted poverty alleviation has been identified as the basic policy and the key to practice.The accurate identification of poor households in Shanxi Province began in 2014,including poor villages,poor households and poverty-alleviation cadres.As an economic organization of farmers'mutual assistance,farmer specialized cooperatives have a very strong ability to eradicate poverty.It can go deep down into the development of rural areas and act as an effective bridge connecting the country and poor households.The Law of the People's Republic of China on Cooperatives was promulgated in 2007,since then many cooperatives were established in Shanxi Province.These cooperatives have gradually become indispensable to the economic development of rural areas.After the implementation of targeted poverty alleviation,farmers' specialized cooperatives have been turned into an effective carrier of targeted poverty alleviation.The government has implemented a variety of targeted poverty alleviation models involving cooperatives,which made them play important roles in helping many poor households to get rid of poverty.At the critical moment of building the"last mile"of a moderately prosperous society in an all-round way,the task of eliminating poverty by the government and cooperatives has become increasingly difficult,as the people who have not yet got rid of poverty have been living in extreme poverty for a long time,and it is difficult for them to help themselves to eliminate poverty.In the process of targeted poverty alleviation of farmers' specialized cooperatives,the issue of interest coordination becomes more and more tough,because the motivation and foothold of the stakeholders are different.Therefore,this paper chooses farmers specialized cooperatives in T County of Shanxi Province,which participate in targeted poverty alleviation,to conduct an investigation and study.According to stakeholder theory and from the perspective of various stakeholders,this paper makes a thorough analysis of the demands and relations of their different interests,carefully seeks the essential reasons for the coordination of interests,and finds ways to realize the coordination of interests."'Government + Farmers' Specialized Cooperatives+ Poor Households"is the main model of targeted poverty alleviation in T County.In the process of implementation,the main coordination problems include:the differential recognition of the stakeholders,different degrees of participation,and the lack of communication among the stakeholders,which will seriously affect the poverty alleviation task of cooperatives.Through interviews and questionnaires,this paper concludes that the essential causes of coordination problems are stakeholders with different demands,unequal relations and different subjects.In order to accomplish the task of poverty alleviation,stakeholders should not only cooperate with each other,but also follow the principles of equal communication as well as trust and cooperation.At the same time,a more complete law or system and an unobstructed and effective communication platform should also be established.
