In China,the construction of modern agricultural management system is one of the main measures of the "rural revitalization" strategy.Cultivating new agricultural management entities plays an important role in building a management system,and farmers cooperatives are one of the main organizational carriers of new agricultural management entities.It is of great significance to the promotion of China's "rural revitalization" strategy.At present,Northern Jiangsu is an important commodity grain and agricultural and sideline product base in the country.The development of farmers' cooperatives is rapid,and there are also many problems,such as irregular operation mechanism,unreasonable distribution methods,lack of financial technical support,low recognition of members,and poor ability to resist risks.There are many ways to solve the above problems,and it is crucial to improve the ability of cooperative leaders.Based on the competency model and human capital theory,the thesis uses the expert scoring method and the main research on the basis of the research literature on the relevant entrepreneurs' ability,the constituent elements of the farmers' cooperative leaders and their influencing factors.The component analysis method and multiple regression model are used to explore the mechanism of the factors affecting the ability of farmers' cooperative leaders,and propose the path and policy recommendations for the capacity improvement of farmers'cooperatives.The main research contents and conclusions are as follows:First of all,based on the competency model and human capital theory,the paper divides the peasant cooperative leader's ability into explicit and implicit ability through expert interviews.The explicit ability includes technical ability,learning ability and local capital;implicit ability includes entrepreneurial,strategic,managerial,and social responsibility.Using the Likert scale method,a sample of farmers' cooperatives was randomly selected from the sample cities in the northern Jiangsu region as the survey object,and 204 questionnaire survey data were obtained.The explicit options in the questionnaire were used as observable variables to study the ability of farmers' cooperative leaders.The analytic hierarchy process is used to scientifically determine the weights of the indicators at all levels of the leader's ability,and the weighted average method is used to calculate the leader's ability index.Secondly,through analyzing and summarizing relevant literature,expert interviews and field research,the thesis conducts theoretical and empirical research on many factors affecting the ability of farmers' cooperative leaders.Based on the questionnaire survey data,the principal component factor of the ability influencing factors was extracted by principal component analysis.The leader's ability index was used as the dependent variable,and the principal component influence factors were used as independent variables.Multiple regression analysis was used to analyze relevant relationships between the principal component factors and the leader's ability to verify hypotheses,and the conclusions are as follows:the peasant cooperative leader mental factors,local environmental factors,government policy factors,family factors have a significant positive impact on their ability;the leader's personal capital factor has no significant correlation with its ability.Finally,based on the research conclusions of the capacity of the leaders of the North Jiangsu cooperatives and their influencing factors,the paper proposes corresponding capacity improvement paths and policy recommendations:establishing a cooperative reward and punishment mechanism to stimulate the entrepreneurs to take risks in entrepreneurship;creating a good local environment to improve the leader strategy management ability;improving the agricultural policy system to provide the external guarantee mechanism for the leader;establishing the leader selection mechanism to enhance the role of the local capital of the leader;innovating the leader training mechanism to improve the technical learning ability of the leader.The paper has important reference value and role in training new professional farmers,improving the ability of cooperative leaders,and promoting the scale development of agriculture.
