Study On The Normative System Protection Of Agricultural Heritage System In Quebei(Anfengtang)and Irrigation District Of Shouxian County

At present,the agricultural ecological environment of our country is deteriorating day by day,and the development of agriculture is faced with difficulties,so it is necessary to find a new way from the agricultural heritage system.The study of local agricultural heritage system is of extraordinary significance to the development of local agricultural economy.Agricultural heritage system in Quebei(Anfengtang)and irrigation district of Shouxian County are important agricultural heritage system with a history of more than 2600 years.It is beneficial to the overall regional development of Shouxian County and has practical significance for the protection and development of the local important agricultural heritage system in Anhui Province.This paper introduces the current situation and practice of the protection of the domestic normative system of agricultural heritage system,and summarizes the principles of international law protection of agricultural heritage system,and constructs the theory of the normative system protection of agricultural heritage system.According to the normative protection theory of agricultural heritage system,agricultural heritage system in Quebei(Anfengtang)and irrigation district of Shouxian County are divided into water conservancy irrigation engineering facilities,agricultural and ecological environment,historical and cultural relics according to the composition of the system and the function of heritages.The social production and life are divided into four parts:water storage irrigation water conservancy system,irrigation area farmland ecosystem,science and technology cultural heritage system,and village production and life system,According to this classification method,the situation of Quebei(Anfengtang)and agricultural irrigation district system in Shouxian County is analyzed and introduced.It is considered that the construction of agricultural cultural heritage exhibition hall,the construction of dynamic monitoring information system,and the construction of agricultural cultural heritage activities in line with the needs of Shouxian County.Related to the functional arrangements of the department,the use of agricultural heritage system signs urgently need to be introduced to protect the relevant system.According to the management mode of ancient Quebei,this paper draws some modern enlightenment,and expounds the legislative authority of normative system protection in Shouxian County,and puts forward a general conception on the reservation of institutional development space and the division of power and responsibility of normative system protection.
