Design Of Risk Management System For Overseas Engineering Projects Of Railway Enterprises

With the development of Chinese railway for many years,especially the high-speed railway development in the past decade,Chinese railway enterprises have formed the high-integrated railway industrial chain and the technological capabilities,and they have fully capability and advantage to participate in the international railway market.As the number of oversea project contracts and the scale of project are increasing,they are facing more and more complex project risk.Risks are always there,but they also coexist with income.High risks are often accompanied by high returns.However,excessive risks are not only the failure of the railway oversea project,but also the bankruptcy of the railway enterprise and even the frustration of national railway going abroad strategy.so how to effectively establish a risk management system for oversea projects of railway enterprises and how to rationally use relevant technologies and methods to conduct full-process risk management of overseas projects under the enterprise's overseas project risk management system is very important.Under the background of the national "One Belt and One Road" initiative and the"Going Out" strategy,this paper introduces the basic theory of risk management system in engineering projects,analyzes the current Chinese enterprise risk management situation and the internal&external risk management system problems in railway enterprise overseas projects,discusses the basic methods for designing the risk management system for overseas projects of railway enterprises,It lays a solid theoretical foundation for Chinese railway enterprises in the prevention of various stage risk of overseas projects and the establishment of effective,all-process,targeted risk management systems for overseas projects of railway enterprises.It takes the Algerian railway 175 project as an example to design the risk management system,responsibility system,internal control process,internal control management guidance,risk management information system,risk supervision and continuous improvement measures.It provides a case reference for the establishment of a risk management system which is meets its own needs for overseas projects of related railway enterprises.Then from the specific operational level,it introduces how to use the risk assessment chart method to give the risk event sequencing and measures table of the project according to the risk probability and loss of risk,how to use the decision tree method to make decisions on the response measures of individual risk events,How to use the sensitivity analysis method to analyze the influencing factors in the risk measures,find out the sensitive factors affecting the risk response measures and the scope of the sensitive factors in the execution of the risk measures,so as to monitor and control the risk-related measures for the railway.It gives a model for the risk management of railway enterprises to carry out risk management work for overseas railway projects.
