Study On The Post Evaluation System Of PPP Project

With the rapid development of urbanization in China,there is a huge financing gap in China’s infrastructure and public utilities,and it is difficult to meet the development needs by relying entirely on government investment.In this context,PPP mode becomes one of the most suitable construction methods for infrastructure and public utilities.As a new financing mode of public-private partnership,the addition of social capital can not only solve the problem of government financial shortage,but also improve the management and operation level of construction projects.Different project participants participate in investment for different purposes.Government departments pursue the maximization of social benefits,while social capital seeks the maximization of economic benefits.To judge whether the goals of both the public and private parties are completed,it is required to comprehensively evaluate the completion effect of the project from the preliminary preparation stage to the stable operation stage of the project.Therefore,the post-evaluation work of PPP projects is an indispensable link of project management.The purpose of this paper is to design a post-evaluation index system suitable for China’s national conditions based on the characteristics of PPP projects in China and conduct project post-evaluation of the case through applying the combination of qualitative and quantitative methods.Firstly,based on the post-evaluation theory research of PPP projects at home and abroad,the post-evaluation system of PPP projects was divided by the author into implementation system and content system.The implementation system included evaluation time point,post-evaluation of benefits and impacts,post-evaluation of public-private partnership and post-evaluation of sustainability.Based on the characteristics of PPP projects,the comprehensive evaluation index system was established under the principle of science,system,independence and feasibility.Secondly,the entropy weight method was applied to determine the comprehensive weight of each index,objectively reflecting the real information of the index;and the gray whitening weight function in Grey Theory was used to comprehensively evaluate the project and realize the processing of unknown information.Again,In the empirical case,a sewage treatment PPP project in a certain city was selected,and the established evaluation system was used to evaluate the implementation process,benefits and impacts,public-private partnership and sustainability.Finally,the project was comprehensively evaluated through the grey system theory model.with the evaluation results recognized by experts.Corresponding improvement measures were proposed to provide ref-erence for the implementation of similar projects.
