With the rapid development of industrialization and urbanization in China,the demand for construction land is increasing,and the development and protection of cultivated land is becoming more and more obvious.At the same time,more and more rural residents settled into the city,but did not give up the rural homestead,rural homestead has become increasingly serious,rely on the control of rural residential transactions in order to protect the farmland of the previous policy in the new environment is no longer in force.Establish and improve the rural homestead exit mechanism is of great importance to save and get intensive and efficient use of rural land,to activate and use the existing rural homestead,explore the way of reasonable utilization of rural homestead,alleviate the contradiction between supply and demand,city construction land and rural land to promote rural social harmony and stability,have very important significance.This paper is based on the land property rights theory and the theory of resource allocation and intensive land use.Through combing and drawing lessons from the research results about the rural homestead exit the academic circles at home and abroad,this paper construct the analysis framework of the exit mechanism of rural residential land.And this paper reviews and does analysis of the development process of China's Rural Homestead exit,and analysis the status quo of exit mechanism of rural residential land in China,points out that the defects of China's Rural Homestead exit mechanism in system and policy is the low incentive efficiency of current land use.This paper evaluates the Tianjin's "homestead wards"mode,Zhejiang "two for two" mode,Chongqing's "ticket" mode and Chengdu's "double drop" mode of homestead exit modes,as well as Hubei Yicheng,Zhejiang Yiwu,Fujian Jinjiang,Sichuan Luxian's examples as Rural Homestead The pilot counties system reform initiatives.Based on the analysis of the rural homestead exit mechanism problems,we put forward the principle of voluntary,control principle,the principle of reasonable compensation and local principles to improve the rural homestead exit mechanism,and improve the circulation mechanism,incentive mechanism and allocation mechanisms.Finally,this paper puts forward several suggestions like perfecting the rural residential property right registration and gradually opening the rural homestead into the city limits and the establishment of a sound social security system and other supporting policies.
