Research On Performance Evaluation Of Local New Think Tanks Based On Third-Party Perspective

In 2013,the central committee of the communist party of China put forward the new requirements for the construction of new think tanks with Chinese characteristics,which set off a nationwide upsurge in the construction of new think tanks.New think tanks with Chinese characteristics can be divided into national think tanks and local think tanks at different levels.High-level national think tanks represented by the Chinese academy of social sciences,the Chinese academy of sciences and the research center of the state council have been gradually improved.In contrast,there are still many problems to be solved in the construction of new local think tanks.Place new think-tank,a region to improve decision efficiency and decision science is of great significance,at present,the provinces respectively issued relevant documents,to strengthen the construction of local new think-tank but for how to judge whether existing think-tank for real think-tank,how to consider the development of the think tank,has no unified claim.In addition,third-party evaluation is widely used in the process of performance management evaluation due to its professionalism,objectivity and other characteristics.At present,most think tank evaluations are self-evaluation,and it is difficult to guarantee impartiality and openness,let alone performance evaluation from the perspective of a third party.Therefore,based on the investigation and study of the new local think tanks,the goal of this paper is to establish a performance evaluation system of the new local think tanks based on the third-party perspective,improve the process of the third-party evaluation,and realize the performance evaluation of the new local think tanks.First of all,this paper reviews the literature on the research of think tank development and performance evaluation,defines and describes the concepts of think tanks and local new think tanks,and points out the "special" and "new" of the new type of think tanks,indicating that we cannot copy the West.Evaluation system,but should build a think tank performance evaluation system based on China's national conditions.At the same time,the concept of “third-party” evaluation was introduced,and the importance and urgency of conducting third-party performance evaluation of think tanks were pointed out by comparing traditional performance evaluation with third-party performance evaluation.From a third-party perspective,the third-party evaluation work mechanism was established,which solved the factors involved in third-party evaluation,how to select third-party evaluation agencies,and built a local new think-tank performance evaluation model.Secondly,this paper uses field research,interviews and questionnaires to analyze and summarize the influencing factors affecting the performance of local new think tanks.Through frequency statistics and expert argumentation,the index elements of local new think tank performance evaluation are extracted and established.The performance evaluation index system of five first-level indicators and 20 second-level indicators is described,and the evaluation contents corresponding to each index are explained.After the system is constructed,the analytic hierarchy process is used to establish the index weights,and the fuzzy comprehensive evaluation method is used to construct the third-party think tank performance evaluation model of the think tank.Finally,using the fuzzy evaluation model,an empirical analysis is carried out.According to the third-party evaluation process established in the article,the third-party qualification certification of Shandong Provincial Applied Statistics Association,and the classification of 15 local new-type think tanks in the province were selected according to the classification of local new-type think-tank in Shandong Provincial Social Science Planning Office.According to the preliminary research results and the empirical analysis,the problems faced by the development of local new think tanks are summarized,and corresponding countermeasures and suggestions are put forward.
