Study On Risk Management Of PPP Model Of Characteristic Agricultural Ecological Garden Project In Gejiu City,Yunnan Province

In recent years,China has begun to focus on promoting agricultural science and technology projects.Most projects have gradually adopted modern management models to achieve better results.As a PPP pilot project of the first type of agricultural industrial park in Yunnan Province,the good implementation of the PPP model of the characteristic agricultural ecological park project in Gejiu City will play a positive role in the future development of the Yunnan Agricultural Ecological Park.At present,China's PPP model is in the initial stage of rapid development.It is subject to the limitations of the PPP model,and it is also lacking in the PPP model risk management.How to combine the characteristics of Gejiu City's characteristic agricultural ecological park project and draw lessons from the successful cases of related PPP project financing both at home and abroad,and sum up a set of reasonable and standard risk management methods is the problem that this article should focus on.First of all,this article starts from the theory,through the definition of the PPP model,the use of the PPP model in the agricultural field,the PPP model of risk identification,risk management and other aspects of the literature summary,to explore the development prospects of the PPP model in the agricultural ecological park project.Secondly,after consulting a large number of relevant PPP risk management data and combining relevant data of the old agricultural ecological park projects,we selected risk identification methods such as checklist method,RBS method,and expert survey method to analyze the old characteristics of the agricultural ecological park projects.Identify seven project-related risk indicators,namely policy risk,financial risk,force majeure risk,construction risk,operational risk,investment and financing risk,return risk,and further classify these seven types of risk indicators into 30 sub-risk factors.Make a project risk profile.Through the project risk situation table,the project risk assessment system is formulated,the project survey is used to further identify the project risks,and the experts are summed up to calculate the weighted average number of various risks.Finally,the key wind risk factors of the project are determined to determine the construction risks.Interest rate risk,operational risk,investment and financing risk,and income risk are the key research objects for the project's risk management.The project will analyze the causes of these five key risk factors and their impact on the project.Finally,a targeted response to the key risks of the project was put forward.The purpose of this paper is to provide reasonable and practical risk management suggestions for the implementation and operation of the special agricultural ecological garden project in Gejiu City,and to provide reference for the growing number of agricultural ecological park PPP projects,and further promote the development of the PPP model in the agricultural ecological park project application.
