| The development of sci-tech-finance innovation plays an important role in improving the ability of sci-tech innovation and optimizing the allocation of resources.The 19th CPC National Congress report of the Party puts innovation at the top of the new development concept,puts forward "deepening the reform of the financial system and strengthening the real economic capacity of financial services".It is an important task to promote the development of sci-tech financial to meet the needs of the development of the new era,to build a well-off society in an all-round way,and to help the construction of an innovative country.To promote the implementation of sci-tech financial work,to study the coordinated development relationship between the innovation ability and efficiency of sci-tech financial,and to explore how to give full play to the role of financial support in order to improve the scientific and technological innovation ability of sci-tech finance.Optimizing the allocation efficiency of sci-tech financial resources is of great practical significance to promote the development of sci-tech innovative enterprises and promote the upgrading of industrial structure.This paper analyzes the current situation of the development of sci-tech finance in China from the angle of input and output of sci-tech finance and analyzes the different models,and establishes the evaluation index system of sci-tech finance performance according to the principles and methods of constructing the performance evaluation index system.The index of sci-tech finance is constructed to analyze the development level of sci-tech finance,and the comprehensive evaluation of sci-tech financial performance based on time series and spatial sequence is carried out by using coordinated development degree model.The conclusions of the study are as follows:(1)From the national point of view,the trend of innovation and development of sci-tech finance is obvious,and the investment and output of sci-tech are increasing.However,the input-output gap between the provinces and cities is large,the regional development is not balanced,the input of some provinces and cities is insufficient and the output is not high.(2)From the perspective of the innovation mode of sci-tech finance,various models cooperate with each other to play the role of market mechanism.It provides a variety of financing channels for sci-tech innovation enterprises,improves social economic benefits,and provides a model for the innovation and development of sci-tech finance in various regions(3)From the point of view of the construction of sci-tech financial performance evaluation index system,through entropy weight method,finally selecting the financial science and technology special fund,R&D spendings,full-time equivalent of R&D personnel as input indexes,technology market turnover,the amount of patent application,the added value of high-tech industry as output indexes.(4)From the point of view of the development index of sci-tech-finance,the development index of sci-tech-finance is on the whole increasing,which indicates that the development degree of sci-tech-finance is getting higher and higher,and the level of development of sci-tech-finance is improving(5)According to the results of the research on the performance evaluation of sci-tech finance based on time series and spatial series,the sci-tech finance performance in Qingdao is generally in a better state.The development of the comprehensive ability of sci-tech finance and the efficiency of sci-tech finance is relatively coordinated,and the development potential is great.But there is much room compared with 15 sub-provincial cities. |
