China's economy is growing rapidly,and the rapid accumulation of social wealth has been achieved.However,the ultimate goal of economic development is to achieve an improvement in the welfare level.The 13 th Five-Year Plan of 2016 proposes: That a well-off society in an all-round way should be built while maintaining rapid economic growth.The quality of life of the people,the ability of people to develop in an all-round way,and the quality of the ecological environment should be improved.The 19 th report of 2017 points out that it is necessary to promote the quality transformation of economic development and build a modern economic system.This shows that the issue of people's livelihood has gradually received attention,and social development is no longer solely pursuing the growth of the number of economic developments.The degree of quality improvement of economic development has gradually received attention.The difference in regional development is not only reflected in the difference in the “quantity” of economic development,but also in the “quality” of social welfare.Based on Amartya Sen's welfare theory,regional coordinated sustainable development and other related theories,this paper combines relevant literature to construct an indicator system for regional social welfare and economic development,mainly from material wealth,social security,life and cultural environment.We choose social welfare indicators to consider the level of economic development in terms of economic aggregate,efficiency,and structure.The indicator system covers six secondary indicators and 27 third-level indicators.By measuring the social welfare and economic development level of the Beijing-Tianjin-Hebei urban agglomeration in 2005-2016,the time-space differentiation analysis of the coupling and decoupling relationship between the two shows that:(1)Based on the entropy method,the relevant weights of the three-level indicators are given,and the weighted summation measures the level of social welfare and economic development in Beijing-Tianjin-Hebei from 2005 to 2016 is analysed.The results show that during the research period,the economic development level of the Beijing-Tianjin-Hebei region is higher than Social welfare level.The economic development index fluctuats and the social welfare index shows a trend of increasing first and then decreasing.After 2016,the corresponding welfare turning point may occur;the spatial pattern of social welfare index of each city is relatively stable,and its spatial matching with the economic development index is weakened.The inter-city differences are gradually expanding,and the economic development gap is more significant;(2)Through the coupled coordination evaluation model,the interaction and evolution characteristics of regional social welfare and economic development in the 13 cities of Beijing-Tianjin-Hebei region from 2005 to 2016 are analyzed.The results show that the level of coupling of social welfare and economic development in 13 cities shows an "olive" distribution,with severe imbalance and low quality coordination,46.2% of the cities reach the primary and above coordination level,the coupling coordination level is not high,and the coordinated development effect is not obvious while the spatial differentiation of the mean of the coupling degree is obvious.The spatial distribution is better than the peripheral area.In 2016,the coupling degree of each city shows a certain space positive correlation,and the Jingjin Langfang coupling hot spot cluster is formed initially.Hengshui appears significant.At the cold spot,the coupling degree of 61.54% of the cities and cities decreases,and the spatial layout is not significant,and no obvious spatial agglomeration effect is formed.(3)An “M”-shaped fluctuation trend about the decoupling index of each city is analysed by using the decoupling model to empirically analyze the decoupling status of the social welfare index and economic development index of the 13 cities in Beijing-Tianjin-Hebei region from 2005 to 2016 and the average value is seen.The decoupling relationship of 84.62% of the cities in the Beijing-Tianjin-Hebei region is in a decoupling state,and the overall development trend of “negative welfare growth” is present;the main decoupling relationships in each stage of the 13 cities are more obvious,and the regional spatial differences are large,tending to form “ In addition,the social welfare and economic development of each dimension show a diversified decoupling relationship,and the decoupling relationship has a large space for improvement.In summary,as for degree of decoupling and coupling between social welfare and economic development in the 13 cities of Beijing,Tianjin and Hebei,there are certain differences within regions or between regions.To narrowing regional gaps,improve economic development performance,and promote the establishment of a harmonious society,it is necessary to further explore the people-oriented economic development mode and transform the economic development mode.
