| Since the reform and opening up,China's social economy has developed rapidly,and urbanization is also accelerating.With the continuous improvement of people's living standards and the sharp increase of population,the demand for land is also increasing.Rural residential lands are the main places for rural population to live and produce agricultural products.However,the distribution of rural residential lands in China is scattered and occupies a large number of cultivated land resources,which hinders agricultural productivity to a certain extent.Therefore,it is urgent to carry out reasonable renovation planning for rural residential lands.The objectives of the 13 th Five-Year Plan in China are closely related to land resources.In addition,the national policy of linking increase and decrease is also based on improving land management and people's livelihood.The research area of this paper is Luopu County,Hetian District,Xinjiang.Although the land of Luopu County is vast and occupies 93.86 mu per capita,the climate of Luopu County is extremely arid,the sandstorm disaster is serious,the land use rate is very low,which is5.91%,and the area of hard-to-use land accounts for about 70% of the total land area.In order to solve the problems of rural residential lands in Luopu County,improve the utilization rate of land resources,improve the production and living conditions of farmers,realize intensive use of land,and protect cultivated land resources and ecological environment,this paper mainly makes the following research on the premise of fully considering the natural and socio-economic conditions of Luopu County:(1)Reference to a large number of relevant literature,the potential of the theory of rural residential area consolidation in Luopu County is estimated by using the per capita construction land standard method,per household construction land standard method and relevant mathematical models.(2)Selecting the natural,social and economic indicators of the realistic potential of rural residential improvement in Luopu County,and useing the coefficient of variation method to determine the weight of each indicator to determine the correction coefficient and calculate the actual potential value of regulation.(3)By defining the classification criteria,the potentialities of the villages and towns inLuopu County were classified.(4)Put forward three types of renovation that can be used as reference for the renovation of rural residential lands in Luopu County,and give suggestions for the renovation of rural residential lands in Luopu County.As said or narrated above,we can draw the following conclusions:(1)The Theoretical Renovation potential of rural settlements in Luopu County is4470.97 hm2,and the realistic renovation potential value is 1406.87 hm2.The renovation potential of villages and towns can be divided into four levels,of which there are two villages with renovation potential of level I,the theoretical potential of renovation is 394.26 hm2 and the practical potential of renovation is 145.31 hm2;there are 12 villages with renovation potential of level II,the theoretical potential of renovation is 546.51 hm2 and the practical potential of renovation is 187.30 hm2;there are 104 villages with renovation potential of level III and the theoretical potential of renovation is 2596.50 hm2.The actual potential of renovation is 793.93 hm2;86 towns with renovation potential of grade IV,933.70 hm2 for renovation theory and 280.33 hm2 for renovation reality.(2)The three types of rural residential improvement proposed in this paper are urbanization,control and expansion,migration and merger.Each type of renovation should be arranged according to the actual situation of rural residential lands in Luopu County,so as to respect farmers' wishes,safeguard farmers' rights and interests,adapt measures to local conditions,adhere to the red line,protect cultivated land,protect the ecological environment,coordinate urban and rural development,and carry out the renovation of rural residential lands in Luopu County scientifically and rationally in accordance with laws and regulations. |
