Over the past 40 years of reform and opening up,China has continuously increased its investment in human and financial resources for scientific and technological innovation,accelerated the construction of an innovative country,and strived to achieve the goal of being in the forefront of an innovative country by 2035.Therefore,under the background of the fourth global industrial transfer,China's high-quality development should not only maintain a certain speed of economic development in various regions,but also change the disharmony and imbalance of development among regions in China,so as to promote the formation of a more rational industrial pattern among regions in China.In order to gain the initiative of economic development in China,we must closely combine industrial transfer with the construction of regional independent innovation capacity,firmly grasp the new opportunities of economic development under the background of the fourth industrial transfer,gradually improve the strength of regional innovation in the process of industrial transfer,and form the core competitiveness of our country.Scholars at home and abroad have carried out research on industrial transfer earlier,but there are few representative results of systematic research on the impact of industrial transfer on regional innovation efficiency.Based on the relevant theories of industrial transfer and innovation efficiency,this paper combs and summarizes the relevant literature of industrial transfer and innovation efficiency calculation and analysis at home and abroad,and explores the changing trend and reasons of innovation efficiency in various regions of China,as well as the impact of industrial transfer on the innovation efficiency of both undertaking and transferring areas.Is this effect direct or indirect through intermediate variables? In order to further sort out the impact of industrial transfer on regional innovation efficiency.Firstly,this paper takes the data of 30 provinces in China from 2006 to 2016 as the research object,using the data of R&D personnel's full-time equivalence and internal expenditure in 11 years in 30 provinces in China,and according to the four basic principles,it constructs the evaluation index system of innovation efficiency,and then uses the two-stage DEA model which includes both sharing and increasing investment.Then,on the basis of explaining the scientific nature and rationality of the selected intermediate variables,we find out the intermediate variables that play a role in the influence of industrial transfer on regional innovation efficiency through the test of intermediary effect.Finally,the above studies are integrated to further clarify the impact of industrial transfer on regional innovation efficiency,and gives some policies and suggestions to improve regional innovation efficiency in China from the perspective of industrial transfer.The results show that in the stage of R&D,from 2006 to 2016,the R&D efficiency of scientific and technological achievements in most provinces and economic regions of China has been improved in recent years,despite the weakness of independent R&D capacity in some areas.In the stage of economic transformation,most provinces in China reached the peak efficiency of turning scientific research achievements into economic benefits in 2010,and then experienced a small range of downward and upward trend.This is closely related to a series of policies to promote balanced regional development,such as the Western Development Plan,the rise of the Central China and the revitalization of the old industrial bases in Northeast China,which were effectively implemented during the 11 th Five-Year Plan period.Considering the innovation efficiency of the two stages,it is found that most regions in China have promoted the comprehensive efficiency by higher economic transformation efficiency,which indicates that the economic transformation efficiency of most provinces in the four major economic regions of China is higher than that of research and development,and that the output capacity of research and development achievements is not the same as that of research and development achievements.Matching has failed to achieve coordinated development of regional innovation.In addition,according to the results of empirical analysis,on the one hand,industrial transfer promotes the improvement of regional innovation efficiency by improving the degree of industrial agglomeration,rationalization of industrial structure and competitiveness of enterprises;on the other hand,industrial transfer promotes the improvement of regional innovation efficiency by reducing the degree of industrial structure rationalization of transfer sites and intensifying enterprise competition.It has restrained the improvement of regional innovation efficiency.Therefore,China still has a long way to go in promoting regional innovation efficiency through industrial transfer.The government and relevant departments should introduce relevant policies to encourage industries that have lost their comparative advantages to transfer from the eastern region,and actively guide the central,western and northeastern regions to undertake industrial transfer.At the same time,the eastern region should increase the intensity of industrial transfer,really make room for the industrial restructuring and upgrading of the transferred areas,avoid excessive competition,and stop imitation and lazy innovation ideas.In the middle,West and northeast regions,we should enhance our own industrial undertaking ability,undertake it selectively and purposefully,instead of blindly undertaking industrial transfer,establish good industrial matching relationship between local enterprises and important foreign-funded enterprises,and form a systematic integration and comprehensive innovation system for imported technology.
