Research On Farmland Utilization Efficiency Based On Three-Stage DEA Model

This paper takes the land use efficiency of agricultural land transfer in Jiangsu Province as the research object.Firstly,the concepts of agricultural land transfer and land use efficiency are defined and elaborated.Combined with the three-stage DEA method,the index system of land use efficiency evaluation is selected and the land use efficiency evaluation model is established.Then,the development of agricultural land transfer in Jiangsu Province is analyzed from the overall and regional levels,and the land use efficiency in agricultural land transfer in Jiangsu Province is analyzed by three-stage DEA method.Finally,according to the results of empirical analysis,this paper analyzes the factors affecting land use efficiency in agricultural land transfer,and puts forward optimization suggestions for improving land use efficiency in Jiangsu agricultural land transfer from two aspects of internal input factors and external environmental factors.The main conclusions are as follows:Firstly,the southern part of Jiangsu Province,which developed first in agricultural land circulation,has maintained a steady growth trend,but still lagged behind the central and northern parts of Jiangsu Province in terms of development speed.The northern part of Jiangsu Province,although relatively slow in its early development,has increased substantially in its late development,thus surpassing the southern and central parts of Jiangsu Province.It has become the fastest growing area of agricultural land transfer in the three regions.Secondly,after the second stage of adjustment,the land use efficiency of agricultural land transfer in Jiangsu Province has declined slightly,mainly due to the decline of scale efficiency;thirdly,in Jiangsu Province,the level of land use efficiency and the level of agricultural land transfer showed a different direction of development,land use efficiency in low-to-medium transfer rate areas.On the contrary,the land use efficiency of the areas with higher transfer level is lower,so the improvement of the agricultural land transfer rate will not necessarily bring about the improvement of land use efficiency.This paper argues that land use efficiency in agricultural land transfer in Jiangsu Province should be optimized from the internal input factors and external environmental factors.The internal input factors include the appropriate and optimized input of land,agricultural machinery,fertilizer and labor force,while the external environmental factors should be supported and guaranteed from the aspects of policy,law,economy and environment.
