In recent years,food safety accidents have occurred frequently.The situation of food safety is complex and grim.Catering service is the entrance link of food.The hidden dangers of food materials through breeding,production and processing,transportation and storage,sales are superimposed.It is closely related to people's health.The overall characteristics of Yongchun County's catering service operators are scattered distribution,small scale,poor environment,simple facilities and high proportion of undocumented.It exposes that there are many problems in food safety supervision of catering services.Study on catering service food safety supervision in Yongchun County by using the knowledge of public management combined with the local actual situation has great theoretical and practical significance.This paper uses public management knowledge along with the market failure theory,government failure theory and government regulation theory.Basic research methods such as literature research,comparative analysis and interview were used.This paper expounds the present situation of food safety supervision of catering service in Yongchun County.Pointing out the problems and analyzing the causes of these problems.Lessons are draw from typical practices of Weinan City,Kuandian County and Chongqing City.Then put forward the countermeasures to improve the food safety supervision of catering service in Yongchun County.Through the research,this paper proposes four countermeasures to perfect the food safety supervision of catering services in Yongchun County.The first is to establish a reasonable food safety supervision system for catering services.It includes constructing a specialized supervisor to maintain the independence of supervision,strengthening the training of supervision team and food safety coordinator team,ensuring the implementation of law enforcement and implementing accountability mechanisms to strengthen administrative actions.The second is to improve a food safety supervision mechanism for catering services.It includes implementing the registration system of small catering,strengthening the supervision of rural catering,improving the food safety traceability mechanism and innovationing the reward and punishment mechanism for catering service operators.The third is to improve a food safety rapid detection system.It includes establishing a professional food safety rapid detection team,broadening the detection objects and items and improving the disposal mechanism of unqualified food.The fourth is to establish a propaganda system for catering services.It includes strengthening the subject responsibility of catering service operators and strengthening propaganda by various channels.
