Since the "medium-and long-term Railway Network Plan" adopted by the country in 2016,great achievements have been made in the construction of high-speed railway in China, and on the basis of the "four vertical, four horizontal" plans,a new five-year plan of "eight vertical and four horizontal" has been put forward, and various localities have also actively responded to this policy. We will vigorously promote the construction of high-speed railways. As a new mode of transportation,high-speed rail not only facilitates people to travel, but also closely connects people in different places in the same region, which has an important impact on regional economic integration.Under this background,it is of great significance to study the construction of high-speed railway for the development of regional economy. This paper mainly adopts the combination of theoretical analysis and empirical analysis, and divides the influence of high-speed railway into two periods: high-speed railway construction period and high-speed rail construction period, and studies the influence of high-speed rail construction on the change of industrial structure of urban agglomeration in an all-round way.First of all, through the past literature and research, through the industrial layout theory and urban agglomeration theory to analyze the impact of the construction and opening of high-speed rail on the industrial structure of urban agglomeration. Then, taking Chengdu-Chongqing urban agglomeration as an example,a series of empirical analyses are carried out: by calculating the similarity coefficient of the three industries in the urban agglomeration, the proportion composition and similarity degree of the industrial structure among the cities in the urban agglomeration are compared and analyzed, and the conclusion is drawn. The results show that there is a high degree of similarity and isomorphism in the industrial structure of the cities in the urban agglomeration. Then the Gilley index is calculated to measure the degree of industrial association among neighboring cities and the competition or cooperation between cities from a spatial point of view. The results show that the indices among adjacent cities are spatially negatively correlated. That is,there is a competitive relationship between industries; Then the location entropy analysis is carried out to calculate and analyze the comparative advantages of each city in the related industries and to preliminarily judge the possible trend of industrial movement. The results show that there is an obvious phenomenon of industrial transfer and agglomeration before and after the construction and opening of the high-speed railway in each city. Then double difference model and tendency score matching model are introduced to measure the effect of high-speed rail, that is,the important role of high-speed rail in industrial agglomeration and industrial transfer; Finally, two representative industries are selected from each industry, and the quantile effect model is introduced to calculate the effect of high-speed rail in cities with different development levels. The empirical results show that there is a certain regularity in the transfer and agglomeration of various industries and representative industries during the construction period and after the opening of the high-speed railway. The secondary industry, represented by construction and industry, mainly concentrated and transferred to the cities where the high-speed railway was built during the construction period, which led to the development of local related industries.Exhibition; And the tertiary industry, represented by wholesale, retail and real estate, has shown the characteristics of co-existence of pull function and siphon function in the process of construction and opening of the high-speed railway. On the one hand, the construction and opening of the high-speed railway is conducive to the advanced technology and equipment of the developed cities. The management experience diffuses to the underdeveloped area, integrates and optimizes the resource allocation; On the other hand, the opening of high-speed rail will also strengthen the absorption of talents, funds and other factors of production in the developed regions, and aggravate the loss of resources in the less developed areas. Finally, according to the analysis results, this paper puts forward the corresponding countermeasures and suggestions: cities should take the initiative to grasp the development opportunities brought by the high-speed rail and give full play to the driving effect of the high-speed rail on the urban industrial economy; At the same time, the construction and planning of high-speed rail should be adapted to local conditions, combined with the comparative advantages and resource endowments of the region, and each has its own characteristics according to its ability. Finally, the high-speed railway should be positioned from a long-term perspective, and a long-term development strategy and urban planning should be formulated.
