Chengdu-Chongqing high-speed railway is the important part of Shanghai-Chengdu high-speed railway, one of China’s four vertical and four horizontal dedicated passenger lines, and it’s full-length is more than300kilometers. Once it completed, the cities along this line will be integrated into an one hour economic circle. Especially, the travel time from Neijiang to Chengdu, or Neijiang to Chongqing, will be reduced to30minutes. According to the facts in other region, the construction of Chengdu-Chongqing high-speed railway can be expected to strengthen the flow of person, material, information, capital and some other factors in Chengdu-Chongqing region, to enhance the communication and connection among cities along the line, and to promote the development of Chengdu-Neijiang-Chongqing economic Band as well.The intention of this research, based on the growth pole theory, point-axis system theory, center-periphery theory and transit-oriented development(TOD), is to test the related theories, and to provide reference for the local government. The research is going to analyze the effects of Chengdu-Chongqing high-speed railway on Neijiang’s industrial development and spatial structure, point out the problems and shortcomings, and provide some policy recommendations, using the methods of qualitative and quantitative analysis, Comparative analysis, and empirical analysis.From the step-by-step analysis, it comes to the conclusion as follows:Firstly, Chengdu-Chongqing high-speed railway will help Neijiang to undertake industrial transfer from Chengdu-Chongqing economic region by producing agglomeration effects and spread effects. Secondly, the line will boost the development of Neijiang’s tourism, trade services, and modern logistics industry, increase the proportion of Neijiang’s tertiary industry, and optimize the industrial structure of Neijiang. Thirdly, the line will change Neijiang’s city functions Zoning and land use patterns, and impact on Neijiang’s internal spatial structure. In additional, it helps to optimize Neijiang’s urban scale system, and to promote the development of urban agglomerations in southern Sichuan.
