In recent years,due to the downward economic enviro nment and the influence of trade war,the financial industry is facing the important task of maintaining stability.At the same time,as an enterprise,it has to promote its development.As a result,the business forms faced by commercial banks have become more severe and the competition among peers has become more intense.According to the changes at this stage,commercial banks have also put forward a series of reform measures,such as research and development of new products,promotion of institutional reform,and emphasis on improving service quality.The implementation of all means needs to be done by relying on people.Therefore,banks should establish a perfect personnel performance evaluation mechanism to help commercial banks achieve their business objectives,financial objectives and strategic objectives.An effective performance appraisal system can point out the work development direction for the managers and employees of commercial banks and become the basis for the value distribution of commerci al banks.This paper selects Harbin Branch of Industrial Bank,which I have worked for,as a case study,and combines the advanced performance appraisal system theories at home and abroad.According to the current operating situation and development goals of Harbin Branch of Industrial Bank,this paper introduces the key positions,management positions,marketing positions and operation positions of the branch,as well as the performance appraisal system at the current stage.It also puts forward the existing problems in the existing appraisal system in order to achieve the operating development goals,analyzes the reasons,puts forward the optimization scheme,and formulates the safeguard measures.To carry out performance appraisal in commercial banks is not just to build a formal index system,but also to consider the long-term goals of enterprises,especially the strategic management goals.At the same time,performance appraisal involves all aspects,from all business lines of the head office to the organizational structure,internal systems,processes and components of the system,and is an intentional and systematic complex project.Therefore,through the top-level design at the existing organizational level,the principle of gradual and orderly progress and effective supervision,I have introduced three major sections: quantitative,qualitative and additional.According to the concept of balanced scorecard,I have designed different assessment systems for management positions,marketing positions and operation positions,taking financial indicators,customer service,internal control,learning and growth as secondary weights in combination with current development reality.Highlight this year's tasks and focus on business,complete the development tasks of Industrial Bank this year by means of performance appraisal,and point out the direction for future planning and development and business focus.At the same time,the application of performance appraisal results is emphasized,especially important reference indicators in the aspects of results feedback work improvement standards,career guidance planning,promotion and deployment.So as to achieve the closed loop of assessment promoting business development,feedback assessment method of assessment results and continuous improvement of assessment system.It can encourage and urge employees in different positions,and bind the personal development goals of each employee of a commercial bank with the operation and development direction of the whole bank.
