Study On The Evaluation Index System Of The Implementation Effect Of Rural Revitalization Strategy

In order to make the implementation of the strategy of Rural Revitalization come true,all rural undertakings develop healthily and orderly,realize the goal of the20-word policy of rural revitalization,and build the evaluation system of the implementation effect of the strategy of rural revitalization,it is necessary to evaluate the implementation effect of the strategy of rural revitalization,that is,grasp the status of rural development,in order to accurately understand the existing areas where the strategy of Rural Revitalization is implemented.The level and effect of rural development should be judged scientifically to find ways to solve the problems,make up for the shortcomings and improve the level,and improve the policy chain according to the problems,so as to achieve the overall and specific objectives of the strategy of rural revitalization.The purpose of this study is to build an evaluation system for the effect of Rural Revitalization Strategy at the village level of grass-roots towns.On the basis of studying a large number of relevant frameworks and methodologies,combined with the actual work of Shouguang region in the implementation of Rural Revitalization strategy,the Delphi method and analytic hierarchy process are used to select 65 experts to determine indicators for rural revitalization.This paper systematically designs an evaluation index system suitable for the implementation effect of the Rural Revitalization strategy,which has 43 indicators in five aspects,and assigns the weight of the indicators to the actual situation of Shouguang.This paper establishes the evaluation index system of the implementation effect of the Rural Revitalization Strategy in Shouguang City,and makes an empirical analysis of the implementation of the strategy in the three villages of Shouguang,namely,Sanyuan Zhu Village,Tunxi Village and Cuiling West Village.The results show that the implementation of the Three Rural Revitalization strategies has achieved some results.By analyzing and comparing the differentevaluation results of the three selected villages,we can find the commonness and characteristics of the three villages' revitalization,and find the universality of the implementation of the local(Shouguang)Rural Revitalization Strategy through the evaluation and analysis of the evaluation results of each village and the common problems.Including the relative lag of overall planning,supporting policies need to be improved urgently,and the large gap of agricultural talents.The evaluation results reflect that the overall planning,supporting policies,and the talent team need to be improved.According to the evaluation results,this paper analyses the above problems and influencing factors and puts forward corresponding countermeasures.The first part of the main bady of this paper introduces the current Rural Revitalization development,research status and evaluation of rural areas in China,including the obvious gap in rural development areas and uneven development level,and points out the necessity of evaluating the implementation of the strategy of Rural Revitalization and establishing an evaluation index system.The second part is to calculate the management weaknesses of each village and the problems to be improved by constructing the evaluation index system and substituting the relevant data of the three villages.At the same time,some common problems in the three villages are summarized and analyzed.The third part is to summarize the evaluation indicators of rural revitalization,that is,through the construction and evaluation of the index system,we can find the existing problems in the implementation of Rural Revitalization Strategy in China,and put forward policy recommendations to improve the implementation measures of Rural Revitalization Strategy and continue to improve the level of rural revitalization.Hope to provide reference for the implementation of the strategy of Rural Revitalization in China.
