Research On The Collaborative Development Of Technological Innovation Entities In Hebei Pharmaceutical Manufacturing Industry

As a high-tech industry leading innovation and promoting economic transformation and upgrading,the pharmaceutical manufacturing industry is a strategic industry that is developed and supported by countries around the world.As one of the ten leading industries in Hebei Province,the collaborative development of innovation in the pharmaceutical manufacturing industry is of great significance to the province’s economic growth,talent pool building and social stability.However,there were few innovative R&D activities in the pharmaceutical manufacturing industry in Hebei Province,and the innovation subjects were not collaborative,which largely restricts the development of the industry.Therefore,it is necessary to study the collaborative development of the technological innovation main body of the pharmaceutical manufacturing industry in Hebei Province.By reviewing the literature,the concept of the pharmaceutical manufacturing industry and technological innovation was first defined in this paper,expounded innovation theory and synergy theory,and introduced the model methods applied to synergy analysis,which were the Complex Systems Synergy Degree Model and the Factor Analysis Method.Second,the recent status in China about pharmaceutical manufacturing industry was briefly summarized and based on this,the market scale,innovation and policy environment of Hebei pharmaceutical manufacturing industry were studied.Then the mechanism of industrial innovation support system was analyzed,and the "3+1" functional structure model is obtained.Thirdly,on the basis of the structural model,this paper had constructed the model of the degree of synergy of the composite system.The model started with three subsystems,namely the supply main body,the industrialization main body and the service main body,to determined and dissected the degree of synergy of the technological innovation of the main body of the pharmaceutical manufacturing industry in Hebei Province from 2009 to 2020.Then,the collaborative capability of technological innovation subjects in Hebei pharmaceutical manufacturing industry in 2020 was analysed and evaluated based on the provincial level using the factor analysis method.Finally,this paper proposed policies and suggestions for the collaborative development of the pharmaceutical manufacturing industry in Hebei Province based on the study conclusions.Conclusion: Hebei pharmaceutical manufacturing industry’s innovative technology subjects’ synergistic degree was poor,and in most years of development in past 12 years,some years were in non-synergistic state,hindering industry’s further development.Furthermore,Hebei’s cooperative innovation capacity was at the middle of the national 28 provinces and cities,and the cooperative innovation capacity requires improvement.Therefore,the pharmaceutical manufacturing industry in Hebei Province should strengthen synergistic development in the following aspects: government perspective including financial support,talent policy and related service measures;enterprise perspective to strengthen independent innovation and promote synergistic innovation;universities and research institutions to pay attention to talent training and knowledge achievement conversion;industry-university-research and international organizations to use their influence to actively promote innovation synergistic development.
