At present,cotton planting in the country is shifting to Xinjiang.In the national crop restructuring in 2016-2020,the requirement for Xinjiang is to stabilize cotton planting area and ensure domestic cotton demand.Cotton seeds are the core that determines cotton yield and quality.However,under the conditions of market economy,the government has neglected the guidance of cotton farmers to choose cotton seeds for the cotton market.Coupled with the existence of high quality and low price in the cotton purchase,cotton farmers are free to choose cotton seeds and only consider cotton production and cotton clothing points when purchasing varieties.In the end,a series of problems such as the variety of products in the market and the difficulty in processing and classification of cotton enterprises have affected the consistency of cotton,which has reduced the quality of cotton in Xinjiang and insufficient international competitiveness.The cotton planting in Shihezi reclamation area is large.In 2017,the planting area of crops was 4,056,000 mu,accounting for 74.4% of the crop planting area in the reclamation area,and its output ranked first among all the regiment cities.Moreover,Shihezi has many cotton seed enterprises and has a high market concentration.Therefore,the study of the cotton seed market in Shihezi reclamation area has certain representativeness.In view of the existing problems in the cotton seed market in Shihezi reclamation area,the paper puts forward reasonable suggestions and provides data support and theoretical support for the development of the cotton planting industry in Shihezi reclamation area and even the whole country.This paper firstly visits the Shihezi Seed Management Station and the Agricultural Bureau to collect first-hand information on cotton planting,market demand,seed variety management and cotton seed enterprises in the reclamation area,and sort out the current situation and find out the problems.Then,through interviews with practitioners in the cotton seed market by using interviews,we learned about the problems in the deeper cotton market in Shihezi reclamation area,and analyzed the industry environment by using the five forces model.Based on the above analysis and reading of the literature and interview practitioners,find the cause of this phenomenon.Finally,the countermeasures and suggestions are put forward for the problems existing in the cotton market in the region.At present,the cotton seed market in Shihezi reclamation area has the following four problems.The first is the variety.There are many varieties to be approved,but they are rarely used in actual production.There are many varieties of sales,and the planting area of major varieties is small.The variety layout needs to be optimized.Product quality tends to be the same,lacking core competitiveness.The species exit mechanism did not form a dynamic balance.The second is the enterprise.The number of seed enterprises is large,but the scale is small,and the relationship between production and production is unstable.Pay attention to the approval of varieties,but the breeding ability is weak.The third is market management.The management of the cotton seed management market is not strict and the counterfeiting phenomenon is prominent.The cotton seed introduction system is not standardized.The fourth is the industry environment.There is a lack of consensus among cotton dealers,leading to disorderly competition.The cotton industry has a high threshold,but practitioners are mostly low.The following countermeasures are proposed for these problems.First,the government encourages enterprises to increase research and development investment and develop high-quality varieties with strong universality.At the same time,the seed management department should appropriately limit the approval of unobvious breakthrough varieties,and build a mature and effective variety exit mechanism,and achieve a dynamic balance with market demand.Second,enterprises should implement a sustainable development strategy,improve research and development capabilities,strengthen three garden fields construction and achieve long-term cooperation with farmers in seed production bases.Third,the government can integrate the market and select two or three companies with a large market share as the leading enterprises to achieve monopolistic competition rather than complete competition.In addition,the government should pay attention to strengthening the protection of intellectual property rights of varieties and increase the punishment for illegal activities.Fourth,in the industry environment,the government should strengthen policy support and guidance,and strengthen the popularization and training of basic legal knowledge.The government should raise the level of professional knowledge of cotton breeders and promote the maturity of the cotton market in the reclamation area..
