Research On Social Assistance To Eliminate The Intergenerational Transmission Of Rural Poverty

Poverty is a global problem,and it is also one of the focal problems that have long troubled China's social development and progress.In recent years,with the deepening of China's poverty alleviation and development work,the problem of rural poverty has been gradually alleviated,but eliminating the intergenerational transmission of rural poverty is still a long-term work.Nowadays,the intergenerational transmission of poverty is a widespread phenomenon of poverty in China's rural areas,and it is an important problem in the current poverty alleviation work that two or even several generations cannot get rid of poverty.This paper focuses on how to eliminate the intergenerational transmission of rural poverty from the perspective of social assistance.In the poverty cycle theory,anti-poverty theory,under the guidance of the theory of social security theory,selection of Shanxi Province as an example,by collecting more than poverty alleviation work in Shanxi Province key intergenerational transfer situation and social assistance,combining analysis showed social assistance policy,policy implementation and social relief organization and service three aspects there are still room for improvement,and then put forward the corresponding strategies and Suggestions.The study draws three conclusions: 1.With the continuous advancement of China's poverty alleviation and development work,China's poverty problem has been gradually solved,but the difficulty of solving the poverty problem in China's central and western regions has been escalating,and the intergenerational transmission of poverty has become prominent.The intergenerational transmission of poverty is influenced by many factors,including policy,culture and education,family and individual factors.The characteristics of co-existence are bidirectional,long-term,complex and concealment.2.There are still deficiencies in the intergenerational social assistance for eliminating rural poverty in China,which are reflected in the formulation of social assistance policies,the implementation system of social assistance,and the organization and service of social assistance.3.Further improve the social relief policies and the social relief implementation system aimed at blocking the intergenerational transmission of rural poverty,strengthen the social relief organizations and service forces,so as to eliminate the intergenerational transmission of rural poverty from the perspective of social relief.
