Evaluation And Analysis Of The Effect For Precision Poverty In MingShan District Of Benxi City

In November 2013,general secretary xi jinping first proposed the concept of "targeted poverty alleviation" during his investigation in hunan.The fifth plenary session of the 18 th central committee of the communist party of China(CPC)clearly pointed out that by 2020,China’s rural poor will be lifted out of poverty and overall regional poverty will be solved.In the course of targeted poverty alleviation,benxi mingshan district has adopted various measures of assistance that vary from person to person and are adapted to local conditions.These measures have basically achieved the effect of targeted poverty alleviation,targeted poverty alleviation and never re-poverty.However,there are still some problems.Through the evaluation of the effect of targeted poverty alleviation in mingshan district of benxi city,it can further improve the effect and efficiency of targeted poverty alleviation,and play a certain reference role in the poverty alleviation work in similar counties across the country,so as to achieve the goal of poverty alleviation in 2020.This paper takes 168 households and 316 people as the research object of the study on the construction of QRCB in mingshan district of benxi city.First,it summarizes and analyzes the relevant research results of scholars at home and abroad in the field of targeted poverty alleviation through literature review.Then,through questionnaire and comparative analysis,the basic conditions of the impoverished population before and after poverty alleviation in mingshan district were investigated.The analysis found that the poor population in mingshan district suffered from poverty due to diverse causes,single income sources,serious aging of basic living facilities,and the basic living conditions could not be satisfied for a long time.After the targeted poverty alleviation,the production and living conditions of the poverty-stricken population have been significantly improved,the income sources have become stable,and the policy and welfare benefits of medical care,education and civil affairs have been gradually improved.From the government level analysis,all the poor people in mingshan district have been lifted out of poverty;From the psychological level of the poor,they are not optimistic about the implementation of the plan to prevent poverty.Finally,the remarkable effect of the method of targeted poverty alleviation in mingshan district of benxi city was evaluated.The results showed that mingshan district has formed a relatively standard organizational supervision system and innovated and gradually improved the four-level management system by focusing on such poverty alleviation measures as industrial poverty alleviation,health poverty alleviation,education poverty alleviation and housing construction poverty alleviation.Based on the above research results,the paper proposes measures to promote the sustainable development of targeted poverty alleviation.Second,the government should provide technical,financial and policy support to play its leading role without overly influencing the market mechanism.A balance point should be found between the two.Third,in terms of social security,we will accelerate the establishment and improvement of various systems for the poor,such as medical care,old-age care,education and civil affairs,and truly put the interests of the poor in the first place.
