Evaluation And Improvement On Use Efficiency Of The Supporting Fund Of Vegetable Industry In Changsha City

Vegetables are the necessities for both urban and rural life.Developing vegetable industry is an important enriching people project in agricultural economy.Guaranteeing vegetable supply and meeting the basic consumption needs is a major project related to the well-being of people.Changsha,capital of Hunan Province,is rich in vegetable resources.Whether or not it can upgrade the development of vegetable industry is closely related to the scientific formulation of support policies for vegetable industry and the efficient use of funds.The author chooses the utilization rate of support fund for vegetable industry in Changsha as the research object.Through introductory comments and related theoretical research,this paper first expounds the overall situation of vegetable industry analysis,then summarizes the current situation of vegetable industry development in Changsha and the current situation of vegetable industry support funds in recent five years and grasps the scale,proportion,structure and benefit distribution map of support fund for vegetable industry in Changsha through research and analysis.Then,using the data of vegetable industry support fund and total output value of six cities under Changsha City from 2012 to2016,using DEA and Malmquist index to carry out empirical analysis,the use efficiency of vegetable industry support fund in Changsha City was estimated.Finally,the reasons for the inefficient use of funds in Changsha vegetable industry are summarized and the improvement measures are put forward.Studies show that the overall efficiency of support funds for vegetable industry in Changsha is not high.There are some problems,such as unscientific design of fund policy,imperfect fund management system,inadequate scale of fund investment,unreasonable allocation of fund structure,and inadequate supervision of the whole process of fund.Finally,the paper puts forward the following policy recommendations: first,establish a scientific evaluation system,improve the information disclosure system of policy-making process and formulate policy feedback mechanism;second,ensure the quality of basic work and improve rules and regulations;third,ensure full investment and play the role of financial leverage;fourth,increase agricultural science and technology support as well as production,marketing and constructing subsidies and set up vegetable insurance funds.Fifth,improve the construction of internal supervision system and perfect the function of external supervision.
