Research On Problem Of Collective Land Expropriation And Demolition In Beidaihe District

In recent years,with the acceleration of urbanization,many areas are faced with the heavy tasks of collective land expropriation and demolition,which affect the interests of the collective and the individuals.Whether the implementation of the land acquisition proceeds smoothly will directly affect the the harmonious situation of regional social stability and economic development.Taking the collective land expropriation and demolition in Beidaihe District,Qinhuangdao City as the research object,this paper researches it by synthetically using the literature researches,case analysis and investigation,etc.On the basis of the analysis of a large number of first-hand data and general survey,this paper empirically researches on the concrete practice of collective land expropriation and demolition in Chitushan village of Beidaihe district,and finds some common problems including the non-standardization of the procedure,the inconsistent compensation for expropriation,the single resettlement way,and so on.It analyzes the factors of these problems,mainly including the strongly entrenched traditional concept,the missing of related law or regulation,the divorce of compensation and reality,and the unclear definition of public interest.on the basis of integrating the advanced experience of expropriation and demolition both at home and abroad,and on the premise of empirical research,this paper puts forward operational suggestions and countermeasures to solve these practical problems,including enhancing education guidance,setting up correct ideas and concepts,improving laws and regulations,perfecting compensation mechanism and expanding resettlement channels and so on.The collective land expropriation and demolition of Chitushan village in Beidaihe district is a typical case of collective land expropriation and demolition work under the new situation.This task has been stopped and restarted for many times,which lasted for more than ten years.Finally,under the unremitting efforts of Party members and cadres of this district,it has been successfully completed.This paper makes an in-depth analysis of this typical and representative sample,thenfinds out the problems and puts forward countermeasures,in order to provide references on strengthening and improving our work on current expropriation and demolition of collective land in our country.
