As the predecessor of rural commercial banks,rural credit cooperatives have been rooted in rural areas for a long time,serving "agriculture,countryside and farmers" as their mission.With the deepening of the financial system,rural credit cooperatives are gradually transformed into rural commercial banks.TZ Agricultural and Commercial Bank has also completed the restructuring in line with the current development trend.It has transformed from a government office to a government-controlled enterprise and realized commercial operation.However,the existing management mechanism has not been effectively transformed.There are still some problems in its performance management,such as insufficient consideration of non-financial factors,disconnection between performance management and strategy,inadequate understanding of performance management and excessive pursuit of short-term interests.In order to enhance its comprehensive competitiveness and long-term development,it is necessary to change its performance management.This research takes TZ agricultural and commercial behavior as the specific research object,combs the current performance management status of the bank,and analyzes its existing problems.Based on the performance management,Balanced Scorecard and strategic map theory,the performance management system of the bank is optimized to make it have the concept of sustainable development.Firstly,it elaborates the basic situation of the historical development,reform and reform of China's Agricultural and Commercial Bank,points out that TZ Agricultural and Commercial Bank is a typical research object under the current background,and puts forward that TZ Agricultural and Commercial Bank urgently needs to establish a scientific and efficient performance management system.Secondly,based on the theories of performance management,Balanced Scorecard and strategic map,the theoretical basis of this paper is summarized and sorted out.Thirdly,it introduces the current situation of performance management of TZ Agricultural and Commercial Bank,and analyses the existing problems and reasons.Then,using the theory of strategic map,the strategic objectives of TZ Agricultural and Commercial Bank are analyzed and determined,and divided into four levels of balanced scorecard.The strategic map is drawn and the index system of four levels of branch-based balanced scorecard is designed.Then,using theanalytic hierarchy process(AHP)theory to determine the indicators and weights of each dimension.Finally,it puts forward perfect safeguard measures.As a new financial form,agricultural and commercial banks are almost blank in domestic research in this field.Based on the characteristics of rural commercial banks,this study introduces the concept of Balanced Scorecard and strategic performance management,and establishes a set of performance management system,which provides a new way of thinking for the reform of performance management system of rural commercial banks in China.It is an exploration and attempt for this new financial model,and also the difficulty and innovation of this paper.Based on the analysis of its problems and the characteristics of rural commercial banks,the balanced scorecard is very suitable for TZ Agricultural and Commercial Bank.The balanced scorecard can help TZ Agricultural and Commercial Bank achieve its strategic objectives.Through the optimization of the index system,it is found that the financial dimension is still the focus of assessment,and reflects the importance of TZ Agricultural and Commercial Bank to the control of non-performing loans,customer satisfaction and employee satisfaction.Look at and yearn for excellent talents.
