Along with the competition in the financial field has become increasingly fierce,the Rural Credit Cooperatives begins to carry out the reform of the shareholding system after the State Council promulgated the “Deepen The Pilot Program for the Reform of Rural Credit Cooperatives”(Goo Fad [2003] No.15)in August 2003.The programmer indicate a clear direction for the reform and requires the reform to be carried out in accordance with the principles of “clarifying property rights relations,strengthening restraint mechanisms,enhancing service functions,offering appropriate State support,and taking responsibilities from local government.” A new round of reform has officially kicked off at the moment.Under this premise and background,the Rural Credit Cooperatives has quickly entered into a transitional period.The Rural Credit Cooperatives needs to face an important issue on how to adapt to the ever-changing market.Today,when the financial products' homogenization is serious,competition is intensifying.The essence of competition in modern financial enterprises is the competition of talents.Establishing a team of employees who highly agree with the business philosophy as well as being familiar with the business and with good working style will be the key to the successful transformation.However,the overall foundation of the Rural Credit Cooperatives is relatively weak,and the quality of employees is uneven.It is urgent to unify the thoughts through employee training to enhance business skills.The quality of the faculty plays a decisive role in employee training.Therefore,the scientific nature and effectiveness of the faculty training determines whether the internal trainer can meet the needs of the enterprise.Teachers in enterprises mostly come from excellent employees in various positions.They teach part-time.This group is called internal trainers by enterprises.However,due to their non-disciplinary background,the internal trainers have different teaching experience and abilities,which puts forward high requirements for the construction and training of internal trainers.Currently,in the process of building some internal credit cooperatives in the Rural Credit Cooperatives,the selection of internal trainers is arbitrary,and the training of internal trainers and the corresponding management systems have not been fully established.As a result,the current situation of internal lecturer training is unsatisfactory and cannot keep up with the development needs of enterprises.Therefore,the establishment of an improved system of internal Trainers selection,training standards,effective assessment and incentives based on standards has become an urgent task for building internal trainers in the reform and development of the Rural Credit Cooperatives.This paper is based on the current situation of the internal Trainers establishment in the transformation of the Rural Credit Cooperatives.It investigates and explores the internal trainer competency model which is suitable for the reform and development of the Rural Credit Cooperatives,helping enterprises to improve the selection of internal trainers under this standard.The process and system in training,stimulating,and more help to build a team of internal trainers that meet the needs of enterprises.This research takes the province A's Rural Credit Cooperatives as an example to study what kind of competency model of the internal trainers will be suitable for The Rural Credit Cooperatives.In the stage of establishing the internal trainer competency model,we will collect the first-hand information which is related to the quality of the internal trainer through literature analysis,expert group discussion,behavioral event interview,questionnaire survey and more.During building the competency model,SPSS statistical analysis software and AMOS structural equations will be used to verify the validity and reliability of the competency model.Then the scientific internal trainer competency model will be established which is suitable for the enterprise.Finally,the model contains 16 competency characteristics,and seven structural dimensions are applied to the selection,cultivation,assessment and incentive of trainers in rural credit cooperatives in A province,which provides a strong basis for the construction of the team of trainers in rural credit cooperatives.
