In 2018,the State Council reviewed and released the National Rural Strategic Plan based on the rural revitalization strategy proposed in the report of the 19 th National Congress.The development of agricultural modernization as an important goal of the implementation of the rural revitalization strategy has also become the key to the rural work of all levels of government.aims.The modernization of agricultural production management is an important way for the development of agricultural modernization.When the development of agricultural land circulation market is imperfect,the government needs to timely supplement market defects,promote the transfer of agricultural land,and promote the scale economy management of agricultural land.Compared with the spontaneous transfer of farmland by farmers,the government-led circulation has shortcomings that cannot fully meet the willingness to adjust the production structure of farmers' households.However,in the long run,the leading role of the government can promote the development of agricultural modernization and the growth of farmers' income.Therefore,based on micro-positive evidence,on the basis of clarifying the theoretical mechanism of the influence of government-led agricultural land transfer on the income of transfer-oriented households,this paper analyzes the problems existing in the process of government-led agricultural land transfer and proposes targeted policy recommendations with a view to optimizing.The policy of farmland circulation to increase farmers' income.This paper uses the micro-survey data.Firstly,through hierarchical regression analysis,it is concluded that the government-led agricultural land transfer behavior has an impact on the income of the transferred households,but the impact is not large,and the property income of the transferred households(farm rents)There is a significant positive impact,which has a positive impact on transfer income,and has a negative impact on total household income,wage income,and operating income.Secondly,through statistical description,compare and analyze the information of households,circulation information,income information and agricultural land transferpolicies under the leadership of the government,and analyze the impact of government-led agricultural land transfer on the income of transfer households.The achievements and problems of the government in the process of leading the transfer of agricultural land.The results show that the government-led agricultural land transfer behavior can promote the increase of agricultural land transfer rent and the expansion of farmland intensive scale,but it has little effect on the increase of the total income of the transferred households.The main reasons are as follows: First,the government leads The formulation of farmland circulation price can not adapt to the market price mechanism,which is not conducive to the market construction of farmland circulation,and also causes the government to overburden the price difference of farmland circulation and face greater financial pressure.Second,the government is turning The heterogeneity of households is not grasped enough,and some farmers' willingness to transfer is not satisfied,which is not conducive to the allocation efficiency of their family capital.Third,the non-agricultural employment mechanism for farmers(transfers)is still not perfect.It is difficult to transfer non-agricultural labor to households.Therefore,it is necessary to clarify the government functions in the transfer of agricultural land,adhere to the people-oriented concept of agricultural land transfer and improve the employment security system for farmers,so as to effectively play the role of agricultural land transfer policy,and promote the development of agricultural modernization and the growth of farmers' income.
