Research On Existing Problems And Countermeasures Of Precision Poverty Alleviation In Liucheng County Of Guangxi

Since the implementation of the reform and opening-up policy,China has gone through the National 87 Poverty Alleviation Plan and the Outline of China's Rural Poverty Alleviation and Development(2001-2010).It has gradually explored measures and measures to prevent and control poverty from its source.With its unique advantages and characteristics,it has gone through the process of germination,establishment,development and deepening.It is a strategic choice for deepening poverty alleviation and fortification in the new era.The Decision of the Guangxi Zhuang Autonomous Region Committee of the Communist Party of China on Implementing the Major Decision-Making Deployment for Poverty Alleviation and Development Work of the Central Committee,adopted by the 10 th Plenary Session of the Party Committee of the Autonomous Region on December 3,2015,resolutely winning the Thirteenth Five-Year Plan to fight against poverty(Guifa [2015] No.15),clearly states: "After years of Efforts have been made to alleviate poverty and develop poverty in our region.By the end of 2014,the poverty-stricken population in rural areas of the whole region had been reduced from 1.12 million in 2010 to 5.38 million,and the incidence of poverty had dropped from 23.9% to 12.6%.However,the situation of large rural poverty,large number of poor people and deep poverty level in our region has not changed fundamentally,and it is still one of the main battlefields for the country to overcome poverty.In view of the characteristics and laws of poverty occurrence,strengthening precise poverty alleviation research is the objective need to strengthen the ruling foundation of the Communist Party of China,to build a well-off society in an all-round way,and to improve the ruling ability of the Communist Party of China.It can also provide support and guidance for the practical development of poverty alleviation and fortification.Focusing on the reality of implementing precise poverty alleviation in Hechong Township,Liucheng County,Guangxi,this paper uses the knowledge of public management to carry outresearch,through literature research,experiential investigation and other research methods,and based on the statistical data,documents and materials of Hechong Township,Liucheng County,Guangxi,as well as in-depth field discussion and research conducted by various functional departments,summarizes and combs.The present situation of implementing precise poverty alleviation in Shechong Township of Liucheng County,Guangxi Province,has focused on digging out the existing problems of implementing precise poverty alleviation in Shechong Township of Liucheng County,Guangxi Province from realistic and objective perspectives,and analyzing the causes of the problems.Finally,on the basis of previous studies,based on the relevant theories of public management,this paper proposes to further improve Liucheng County.The countermeasures and suggestions of precise poverty alleviation work in Shechong Township provide empirical data for further research and formulation of precise poverty alleviation Countermeasures in Liucheng County,Guangxi Province,and also provide effective reference for precise poverty alleviation work in similar counties and townships in Guangxi Zhuang Autonomous Region.According to the idea of "current situation investigation-digging problems-finding a way out",after carrying out systematic analysis and research,the author believes that the crux of the problems existing in the implementation of precise poverty alleviation work in Shechong Township,Liucheng County,Guangxi is as follows: the willingness of a small number of poor households to cooperate with the work is not strong;the distribution of poverty alleviation materials is difficult to balance;and the support in villages.It is difficult for the poor team members to live in villages,and the ability of rural areas to attract social capital is not strong enough.The reasons for these problems include: some villagers' inadequate understanding of precise poverty alleviation,and the lack of scientific formulation of policies related to precise poverty alleviation.In view of the above problems and reasons,the paper puts forward the following countermeasures and suggestions: adhere to the detailed policy as the guide,establish and improve the "three sets of mechanisms";adhere to the optimization model as the path to accelerate the development of the "three models";adhere to the deepening of the transformation as the carrier,vigorously promote the "three transformations";adhere to the strengthening of the foundation as the guarantee,Build a solid "three types of platform".Through the above measures,the scientific level of precise poverty alleviation will be comprehensively upgraded,and a development road in line with the actual situation of precise poverty alleviation in Liucheng County will be found.
