Research On Problems And Countermeasures Of Accurate Poverty Alleviation In H County Of Anhui Province

Accurate poverty alleviation is a hot topic in recent years.All sectors of the society are making efforts to help the poor people.The initial results achieved are also obvious to the whole world.However,with the further progress of precision poverty alleviation,the difficulties encountered have gradually increased.Xi Jinping pointed out that the work of poverty alleviation has now entered the sprinting stage of "hard bones and hard-hitting villages".The 19th National Congress of the Communist Party of China has put forward the importance of "getting out of poverty in rural areas under the current standards of China by 2020 and all caps in poverty-stricken counties".The goal is how to successfully complete the poverty alleviation task at the last critical juncture and continue to improve the policy system for precise poverty alleviation.More efforts are needed.This paper takes H County of Anhui Province as the research object,and takes the anti-poverty theory and Xi Jinping's research theory of precision poverty alleviation as the theoretical basis.By means of going to the field for investigation and research,combined with literature research,theoretical analysis and empirical analysis,The current situation of H County's precision poverty alleviation work,the measures taken by the poverty alleviation work,and the results achieved,and through the statistical analysis of the data obtained,further judged a series of problems that H County has produced in the process of accurate poverty alleviation,including the poor people.The participation is not high and the poverty alleviation ability is limited,the implementation of poverty alleviation policies is biased,the capital investment is insufficient and the use of anomie and the evaluation results of third-party institutions are not accurate enough,and the essential causes of the problems are explored,including the farmers' awareness of poverty alleviation.The reasons for weaker capabilities,the quality of the poverty alleviation team and the pressure of work pressure are also due to local financial constraints and lack of effective supervision of funds and lack of institutional guarantees for third-party assessment.After learning about the problems and the essential causes of the problems,combined with the actual situation of H County,continue to explore ways to solve problems.First,we need to strengthen the poverty-stricken households' poverty alleviation drive,improve the poverty-stricken people's awareness and participation,and increase occupations.Training to reduce the extent of poverty alleviation caused by natural disasters and man-made disasters;secondly,it is necessary to strengthen the government's main role in poverty alleviation work,enhance the government's service awareness,and identify the industries that are suitable for the development of the county,poverty alleviation,green poverty alleviation,and lead poverty When the masses get rid of poverty,they must also strengthen the team building of grassroots cadres,They must both appease experienced senior grassroots cadres and retain young people who have just joined the work.The third is to improve relevant support policy mechanisms and help funds.More reasonable and effective allocation,and to establish and improve the supervision and evaluation mechanism in the field of poverty alleviation,to prevent unhealthy trends in the field of poverty alleviation;the fourth is to improve the evaluation mechanism of third-party institutions,enhance the independence and professionalism of third-party institutions,and Supervise and evaluate third-party evaluation work.As a revolutionary old area located in the remote mountainous area of the Dabie Mountains,H County has unique geographical resources and complex geographical environment.This paper aims to study the problems in the process of precision poverty alleviation in H County.I hope that this can be used as an example to study other similarities.The problem of poor villages in the environment brings a few examples.Although precision poverty alleviation has entered the sprint stage,there is actually a long way to go.It is necessary not only to learn from the experience of poverty management abroad,but also to continuously summarize and extract the road to poverty alleviation suitable for China's national conditions,leading not only the poor people,but also the broadest masses of the people,diligently enriching and creating a better life.
