Study On Economic Development Quality Measurement And Improvement In Shanxi Province

The report of the 19 th National Congress pointed out that socialism with Chinese characteristics has entered a new era,and the economy has shifted from a high-speed growth stage to a high-quality development stage.It must adhere to the principle of quality first and efficiency first,promote economic development quality change,efficiency change and power change.Different provinces,autonomous regions and municipalities directly under the central government have different economic development foundations due to different geographic locations,resource endowments and policy inclinations.Therefore,different economic high-quality development paths should be adopted.Shanxi Province is an important energy supply base in China.In the stage of heavy chemical industrialization,the rich coal resources have promoted the rapid growth of the national and local economy,but it also appears problems of industrial simplification,such as lack of human capital,destruction of ecological environment and falls into the trap of "resource curse" to a certain extent.Under the dual pressure of coal decapacity and environmental protection,economic development faces greater difficulties.To achieve structural transformation,innovationdriven and sustainable economic development,it is necessary to measure the quality of Shanxi's economic development so as to be targeted and take measures to improve the quality of economic development and achieve high-quality development.The construction of Shanxi Province economic development quality evaluation index system,economic development quality measurement and economic high-quality development path selection have strong reference value for other coal resource-based areas to achieve high-quality economic development.Based on the systematic review of relevant research literature at home and abroad,combined with the characteristics of coal resource-based areas,the paper constructs economic development quality evaluation indicators including the five dimensions of economic development effectiveness,innovation,stability coordination,sustainability and sharing.The system uses the global principal component analysis method to measure the economic development quality of Shanxi Province.The measurement results show that the overall economic development quality of Shanxi Province has shown an upward trend from 2000 to 2017,and the comprehensive score of economic development quality has increased from-0.8889 in 2000 to0.6593 in 2017,but the overall level is still low.From different dimensions,except for the economic development effectiveness index score is on the decline,other dimension index scores have shown an upward trend,indicating that economic development innovation,stability,coordination,sustainability,and sharing have improved.But due to the low index of each dimension score,it has little effect on the comprehensive score of quality of economic development.In order to evaluate the quality of economic development in Shanxi Province more scientifically,the economic development quality measurement results of five coal resource-based provinces in Inner Mongolia Autonomous Region,Shandong Province,Shaanxi Province,Guizhou Province and Xinjiang Uygur Autonomous Region were compared and analyzed.Judging from the results of comparative analysis,the comprehensive score of the economic development quality of Shanxi Province ranks at 3or 4,which is in the medium down position and far from the top ranked provinces.The performances of the provinces and autonomous regions in the five dimensions of economic development are not balanced.Shanxi Province has relatively well shared development,and its economic development effectiveness,innovation,stability and coordination,and sustainability ranking are relatively backward.In order to improve the quality of economic development in Shanxi Province and achieve highquality economic development,it is necessary to dig deep into the role oftraditional kinetic energy and old kinetic energy to avoid excessive economic landslides.Gradually form a driving force for innovation and foster new kinetic energy for high-quality economic development.Optimize industrial structure,break down industrial simplification and promote industrial transformation and upgrading.Boost industrial transformation and upgrading and speed up the construction of Jinzhong urban agglomeration,closely linking with the Beijing-Tianjin-Hebei urban agglomeration to promote high-quality economic development with urban agglomerations.Increase human capital investment and improve human capital accumulation.Strengthen ecological restoration and environmental protection,and unswervingly strengthen the construction of ecological civilization.Gradually improve people's livelihood and further realize the sharing of economic results.
