A Research On The Evaluation Of The City's Economic-Development Quality In China

As the center of economy, politics, culture and education, a city shows the comprehensive abilities of a nation, the management ability of government and the international competition ability. So the situation of city-development in future 20 years is significant for the realization of our nation's construction aim. However, with the development of economy and the course of urbanization, various problems such as the shortage of resources and city problems and so on restrict seriously the development quality of city. Certain cities focus excessively on the size of cities rather than the situation of resources and environment; and most cities especially some outsize cities have the problems of the shortage of resources, traffic jam and environment depravation and so on. Since the aim presented by the 17th Party Congress is to prompt national economy develop rapidly and excellently which is paid attention on by academic areas. At present, confronted with the issues how to measure and inspect whether the society is developing in the track of sustainable development and whether cities are built with a high quality. Thus the research concerning the evaluation of city economic-development quality has profound significance in reality.This thesis applies scientific means to fix the proportion of each index of the city according to their importance, and try to truly reflect the current situation of city economic-development quality and help the leadership to effectively inspect and evaluate the current situation of city economic-development quality, providing scientific guide line for the formulation of the strategic aim for the future and valuable information support for the policy-makers. Standing on the shoulders of predecessors, this thesis applies city competition theory, sustainable development theory and agglomeration theory, establishes the system of evaluating index of city economic-development quality according to the essence of city economic-development quality and the constructing principle of index system, constructs the synthetic evaluating mode with principal component analysis, and makes a study of concrete evidence in the main 30 cities of our nation in 2005. According to the evaluation, this thesis concludes the difference of the extent of the economic-development quality in each city and the factors that affect the scoring in city economic-development quality with contrast. A primary conclusion can be achieved through the research: the situation of economic-development quality in cities of our nation is related with the extent of how developed these cities are, but it doesn't mean that the more developed a city is, the higher the extent of city economic-development quality is. The level of a city's economic-development quality is affected by a series of factors such as region, culture, comprehensive quality of residents, industrial structure and systematic factors.
