The issue of "agriculture,countryside and farmers" has always been attached great importance to by the state and is the basic work of China's economic and social development."Finance is the core and center of modern economy".Rural finance,as an important support for rural revitalization,is playing an increasingly important role.At present,the development of socialism in our country has entered a new era of profit,and economic growth has also been transformed from high-speed and extensive growth to high-quality growth.The policy of "city supporting rural areas,industry feeding back agriculture" has effectively supported and protected the development of Rural Revitalization and agricultural economy.In recent years,affected by various economic factors,Jiangsu Agricultural Development Bank is facing the problem of re-positioning its functions.This paper focuses on the strategy of Rural Revitalization in the new era,focusing on the business transformation and strategic adjustment of policy banks.In order to better elaborate and analyze the theme of this paper,the author comprehensively uses the principles of comparative finance,policy economics and economics,and comprehensively adopts comparative analysis and quantitative analysis.Emphasis is laid on the role of empirical analysis.Based on the basic theory of policy banks,this paper comprehensively expounds the reality of Jiangsu Agricultural Development Bank's work in poverty alleviation and fortification.According to the current situation,the existing problems are investigated and the reasons are analyzed.Based on the current situation of our country's policy banks,the paper elaborates on the transformation of policy banks and the way of strategic adjustment.Firstly,this paper elaborates the basic theories and concepts;secondly,it analyses the current situation of Jiangsu Agricultural Development Bank's poverty alleviation function from the aspects of bank introduction,poverty situation in theareas covered by the poverty alleviation function,the main contents of the poverty alleviation function of policy banks and the main ways to fulfill the poverty alleviation function,and expounds the achievements of Jiangsu Agricultural Development Bank in terms of financial poverty alleviation and innovation of East The second is the analysis of the problems and causes of Jiangsu Agricultural Development Bank in carrying out its poverty alleviation function.The main problems are the poor efficiency in the process of carrying out the supporting poverty alleviation function,the loan risk in the process of carrying out the advocacy poverty alleviation function,the problem of replacing and neglecting the poverty alleviation fund in the process of carrying out the guiding poverty alleviation function,and the failure in the process of carrying out the regulatory poverty alleviation function.The main causes of these problems are insufficient understanding of supportive functions,lack of effective risk management tools,imperfect supervisory system and imbalance of poverty alleviation control,etc.Then,taking the United States,France and South Korea as examples,this paper analyses the experience of foreign policy banks in carrying out poverty alleviation functions,and finally puts forward that we can optimize the supportive poverty alleviation functions and their long-term mechanisms.To strengthen the effectiveness of advocacy poverty alleviation function of policy banks,strengthen and enhance the supervision of counseling poverty alleviation function,and widen and improve the channels for regulating and controlling poverty alleviation function,Jiangsu Agricultural Development Bank should comprehensively strengthen its efforts in poverty alleviation.
