Study On Government Behavior In Ecological Poverty Alleviation In Yan'An City

Poverty remains an important issue facing China.By the end of 2018,under the current poverty alleviation standards,there are still 16.6 million poor people in China.The time node for building a well-off society in 2020 is getting closer and closer,and the task of getting rid of poverty is getting heavier and heavier.At present,China's poverty-stricken areas and ecologically fragile areas are highly coupled.Economic development and environmental protection have become the two goals pursued by China's ecological poverty-stricken areas.The government-led ecological poverty alleviation,as a new way of poverty alleviation,integrates the concepts of environmental protection and economic development,and provides ideas for China's current poverty alleviation undertakings,especially the precise poverty alleviation of ecologically fragile poverty-stricken areas.On the basis of rationalizing relevant literature and conducting on-the-spot investigations,this paper believes that the dual goals of fragile ecological environment,large number of poor people,environmental protection and economic development are the main problems faced by the Yan'an Municipal Government.It is an inevitable choice to carry out ecological poverty alleviation.Under the leadership of the Yan'an Municipal Government,Yan'an City implemented measures such as ecological compensation measures for returning farmland to forests,ecological poverty alleviation industrial projects,and ecological forest guards systems.It has achieved a reduction in poverty,an increase in per capita disposable income,an improvement in ecological environment,and an obvious ecological benefits.Such achievements have formed an ecological poverty alleviation model led by the government.The ecological poverty alleviation under the leadership of the Yan'an Municipal Government has achieved remarkable results,but at the same time it facesthe problem of a long road to ecological construction,a weak ecological poverty alleviation industry,and insufficient endogenous motivation for farmers in ecologically poor areas.How to further promote ecological poverty alleviation,transform government behavior,and play government functions is the focus of this paper.Promoting ecological poverty alleviation In addition to giving play to the leading role of the government,under the guidance of the government,collective economic organizations,social enterprises,and poor households can jointly make up for the problems existing in the government-led ecological poverty alleviation and accelerate the process of ecological poverty alleviation.Among them,collective economic organizations can provide funds,policies,platforms,etc.for ecological poverty alleviation through reforms.Social enterprises can participate in ecological poverty alleviation projects by taking advantage of funds,management technology,market,employment,etc.,and poor households pass the “three changes” reform of the village collective economy.Putting labor,capital and assets into ecological poverty alleviation can increase economic income and improve poverty.Therefore,to play the dual goal of ecological poverty alleviation to improve environmental quality and promote economic development in poverty-stricken areas,it is necessary to construct an ecological poverty alleviation system under the guidance of the government,the village collective economic organization,social enterprises,and poor households.
