| After the forty-years reform and opening-up policy,Chinese urbanization has made great achievements,but we still need to face many challenges in traditional urbanization,especially the incomplete urbanization of people.Under the background of increasing living pressures in large cities and more developmental opportunities in small cities with the provision of entrepreneurial employment support policies,the conditions for local urbanization are taking shape.Local urbanization is still subject to the real land system.Whether it is local finance or urban construction,there is a need to levy rural land,resulting in huge land-losing farmers who will face many problems.This thesis means to study how to improve the development ability of land-expropriated farmers in local urbanization,so that they have the land to develop collective economy and then the collective could help their family to achieve real urbanization.This thesis takes 402 households who have lost their land in D,T and G as samples.They respectively represent the urbanization path of new town development,old villages reconstruction and collective economic development.This thesis uses the feasible ability,family development,land function theory and factor analysis method to design and correct the development capacity component system of land-expropriated farmers,and then uses the designed composition system to calculate the family development ability under different urbanization paths.According to the fuzzy evaluation value of family development ability,the thesis will use the PSM-DID method to test whether the collective economy affects the development ability of the land-expropriated farmers.The study found that:(1)The component system of the development capacity of land-expropriated farmers consists of five dimensions,namely family coordination,labor,study,security and economic ability,which corresponds to 12 indicators;(2)The development capacity of land-expropriated farmers under the urbanization of collective economic development has improved,especially its laboring ability and economic ability.The urbanization of the old village reconstruction has its inherent advantages,but it still needs collective economic and industrial support to promote the long-term development of land-expropriated farmers whose development capacity only rises slightly.While the local Urbanization of new city develops requires a certain industrial base and supporting facilities.Otherwise,the one-off land expropriation will only increase the fragility and uncertainty of the development of land-expropriated farmers whose development capacity will be significantly reduced.(3)Supplemented by collective property rights system reform and industrial development,the collective economy is conducive to the improve the ability of land-expropriated farmers to develop their families.Finally,the thesis suggests that:(1)Relocation of land is to leave the urban benefits to the people with the implementation of the resettlement policy,and then the consolidation of the collective system and the development of the collective economy will be conducive to collectively taking on more compensation for land-expropriated farmers that should be borne by the society or the government;(2)Industrial development to increase more urbanization benefits for the people.Development of the industry can not only enhance regional economic vitality,provide employment,increase income,but also could increase government taxation and consolidate the collective economic strength,who could provide more public services to the region;(3)Property rights reform will share the urban benefits to the people.Accelerating the reform of the collective property rights system,forming clear and comprehensive property rights to meets the requirements of the market economy,and then the new mechanism of rural collective economic operation also benefit sharing mechanism will be established to achieve a multi-level family development policy supply subject. |
