Performance Analysis Of Precision Poverty Alleviation In Jiangxi Province Based On DEA Model

Poverty has always been a difficult problem hindering Jiangxi's economic construction.Eliminating poverty will help to solve the obstacles to Jiangxi's economic development.As one of the tasks that the central government and Jiangxi Province attach great importance to,governments at all levels spend tremendous energy and time to achieve the great goal of poverty alleviation by 2020.This livelihood project,which concerns the vital interests of the masses,has made tremendous achievements at present.At the same time,how to carry out performance evaluation under the framework of precise poverty alleviation so as to make efficient use of poverty alleviation resources is the issue to be studied in this paper.At present,most of the studies are based on the previous poverty alleviation framework,with income as an indicator,focusing on the effect analysis.This paper studies the precise allocation of poverty alleviation resources and the precise implementation of efficiency under the condition of "precise poverty alleviation".Firstly,the characteristics of precise poverty alleviation in Jiangxi Province are analyzed,and the concept of performance evaluation is defined.By comparing and choosing appropriate evaluation methods,according to the criteria of poverty alleviation in the 13 th Five-Year Plan and guided by the theoretical basis of precise poverty alleviation,a new index system under the framework of precise poverty alleviation is constructed and verified.Taking 12 poverty-stricken counties at the national level in Jiangxi Province as the research object,an empirical analysis is carried out.Because DEA model has a good effect after factor analysis and dimensionality reduction,it uses factor analysis and input-output model to evaluate the performance of poverty alleviation from two perspectives of effectiveness and efficiency,and finds that some research objects have imbalance between input and output,lack of efficiency in resource input,inadequate education and ecological precision,lack of planning,lack of obvious scale benefit or even lack of scale benefit.At last,suggestions are given from three perspectives: input,output and system,to establish a real-time supervision system of resources,to mobilize the enthusiasm of the people,to improve the quality of workers,to develop industries flexibly to resist risks,to solve the problem of diminishing economies of scale,to activate capital,to retain talents,to innovate and develop,and to give precise support.The effect of poverty will be brought into full play,so that the poor people can get rid of poverty with high quality.
