The Study On Japanese Agricultural Products Trade Barirer Affecting Chinese Agricultural Products Export

Agriculture is the foundation of our national economy, the source of food and clothing.Agricultural trade is an important way for China’s agricultural development. Agriculturalproducts trades can increase farmers’ income, optimize industrial structure of agriculture,increase agricultural competitiveness and enhance the national agricultural industry. Japan hasalways been China’s largest agricultural export market. In recent years, China’s totalagricultural exports to Japan have risen steadily, but the declining share of China’s totalexports. In1996China’s food exports to Japan was$4.3billion and$10.99billion in2011.Although the export value increased by255.5%, Japan’s export share is from41%in1996to18%in2011, it reflects the export market trend diversification of Chinese agricultural, but itdoes reflect the difficulties of our agricultural exports to Japan. Over all，the prospects forChinese agricultural products to Japan are not optimistic. For domestic agriculture and theinterests of farmers, Japan government set the green trade barriers as standard in greentechnology, green environmental standards, standards for green packaging, green guardinspection system. Our agricultural exports to Japan have been seriously affected.In this context, the study of the green trade barriers in Sino-Japanese trade barriers hasimportant practical significance. The analysis in this paper for a comprehensive master greenbarriers on the affected China’s exports of agricultural products has an important role inChina’s exports of agricultural products, is also conducive to enterprise strategy accordingly.The main contents of this paper are as follows:First, it analyzed the current situation of Japanese agriculture and green trade barriers.Inadequate supply of Japanese agriculture and structural imbalances of the Japan reliesheavily on imported agricultural products, however, Japanese set up a very serious green tradebarriers to protect domestic agriculture."Command to check "system and "Positive list"system are typical manifestations of Japanese green trade barriers. The characteristics ofJapanese green trade barriers are summarized.Secondly, analyzing the current situation of Chinese-Japanese trade and the inspection ofChina’s agricultural, this paper states the variation trend of amount and structure ofagricultural trade between China and Japan which mainly includes aquatic products,vegetables and live stock products, and the inspection forms which includes the programs andforms of products inspection. We introduced the inspection forms in Japan.Thirdly, this section aims to analyze the influence of the Japanese green trade barriers on China’s agricultural exports, which is the core of the full study. Based on international trade,industrial economics theory, it analyzed the effect of Japanese green trade barriers. Then weare conducting an empirical study using the data on agricultural trade.At last, the relevant policies and proposals. To effectively break the Japan’s green tradebarriers and promote China’s agricultural exports to Japan, we must be combined withgovernment, industry associations and enterprises. In the future, the government should fullysupport the agricultural exports. Industry associations must fully play its coordinating role.The firms have to improve their competitiveness.
