Effectiveness,Problem And Solution Of Third-Party Evaluation On Targeted Poverty Alleviation

The third-party evaluation,also named as social evaluation,is a form of public policy evaluation.As an important external evaluation form of diversified evaluation system,public policy evaluation,unlike the internal assessment conducted within government departments,entails the characteristic of publicity,and therefore implies that the evaluation on a certain policy must always start from the vital interest of the people.With more and more attention paid to policy evaluation activity,the mechanism involving the third-party participation has attracted more and more scholars in academia,while at the same time gets understood and acknowledged by common people.In the past,performance evaluation is conducted by government itself,in which evaluation objects at different levels and sections are interest-related.For such an evaluation starting far from the standpoint of public,the convincing power is of no doubt decreased.With the modernization of governance system and capacity,such an internal evaluation characterized by “deciding everything by one man’s say”has stepped off the stage,offering more room for the independent,objective,just,fair and open third-party evaluation.At the same time,the third-party evaluation institutions themselves are featured by professional knowledge,fairness,authority and low cost.Therefore,such an evaluation system is qualified for being an elementary measure of performance assessment,and also signifies a necessary passage towards more scientific and democratic policy process,as well as an important foundation for deciding the adjustment,modification,pause and termination of these policies.Under the influence of New Public Management Movement,the theoretical and practical research on policy evaluation at home has been constantly deepened since1990 s,promoting the combination of public policy evaluation activity and China’s national conditions.In this sense,Third-party assessment from scratch in our country,now is still in the primary stage of development,the government performance evaluation results received public recognition and the academic identity,for government departments,the third sector assumes the role of "quality inspectionapparatus and supervisors,did not our decision-making consultation and policy of the government departments in the future revision provides a strong guarantee,improve the management ability of the government departments in our country.Since the implementation of targeted poverty alleviation,China has gained several staged achievements.In order to measure the effect,to promotefurther implementation,to enhance government credibility,and to improve the governance capacity,General Office of the State Council has launched the third-party evaluation,in hope of obtaining authoritative result from professional team.In 2016,the Party Central Committee again launched the third-party evaluation on the effectiveness of poverty alleviation conducted by governments of 22 central and western provinces,so as to boost the development of third-party monitor and evaluation;while at the same time ensure the authenticity and reliability of poverty alleviation achievements.This research,based on the practice of these two performance evaluations as well as a number of academic papers,can be further divided into six chapters.In the first chapter,the background and current situation of third-party evaluation is first presented,after which research outline,key point and innovative point are analyzed.In the second chapter,theoretical foundations of third-party evaluation and targeted poverty alleviation are provided.Then in the third chapter,the subject,object,standard,method,process and effect of third-party evaluation are introduced,followed by the achievements of third-party evaluation on targeted poverty alleviation in the forth chapter.In the next chapter,inner problems of third-party evaluation and possible explanation are provided.And in the last chapter,corresponding solution are offered for problem mentioned above.Along such a clue,the paper aims to provide a more accurate portray on current research situation based on detailed literature review,as well as more effective solution to current problem in such an evaluation system towards targeted poverty alleviation.In view of this,the third-party evaluation mechanism can get perfectedby departments involved,the implementation and effectiveness of evaluation can be better ensured,and further inspiration can be offered for performance evaluation on anti-poverty development projects and other similar public policy projects in the future.
