Practice Research On Third Party Evaluation Of Precision Poverty Alleviation In Anhui Province

Eradicating poverty is the common mission of mankind and the essential requirement of socialism.To fight poverty alleviation resolutely is the bottom line task for China to complete the building of a moderately prosperous society in all respects in the new era.Since the 1980s,the Chinese government has started to carry out targeted poverty alleviation policies and achieved great results.The incidence of poverty in China's rural areas has dropped below 4 percent by 2017,according to the 19th national congress of the communist party of China(CPC).In 2016,the CPC central committee issued the measures for assessing the effectiveness of poverty alleviation and development work of provincial party committees and governments,which required annual assessments of poverty alleviation and development work in 22 provinces in central and western China in the next five years(2016-2020).In order to test the effect of targeted poverty alleviation in cities(counties)under the jurisdiction of Anhui province and obtain real information on poverty alleviation,teachers and students of relevant majors in universities and colleges in Anhui province were entrusted to carry out third-party evaluation as evaluators.This paper takes the third-party assessment of precision poverty alleviation as the research object,and takes Anhui Province as the specific case analysis support.Firstly,it combines relevant literature and materials to deeply understand the concepts,theories,processes and methods of the third-party assessment of precision poverty alleviation,and read a large number of domestic Foreign academic research and related literatures,to understand the current research status and research focus of the third-party assessment of precision poverty alleviation in China.Secondly,from the perspective of the subject of assessment,the evaluation process,the evaluation system and the application of the evaluation results,the field investigation is carried out by means of questionnaires and interviews.The data collected by the questionnaire is used to construct an analysis model for four of Anhui Province.County(district)accurate poverty alleviation effectiveness third-party assessment accuracy quantitative analysis,from the evaluation of organizers,evaluation process,the assessed person,laws and regulations,evaluation information results use five perspectives to explore the current third-party assessment of precision poverty alleviation in Anhui Province Limitations.For example,the third party assesses the independence of the organization;the lack of laws and regulations to establish the relevant subject status;the quality of the participating evaluators is uneven;the effective communication between the evaluators and some of the assessment targets during the evaluation work is difficult;Decentralized or inconvenient transportation;the evaluation indicators are complex or too professional,so that the evaluation object does not understand the meaning of the indicators;the evaluation results are not scientific.Finally,on the basis of analyzing its development status and existing problems,in order to better utilize the;"quality inspection instrument","baton" and "propeller" functions of the third-party assessment of precision poverty alleviation,we can ensure that accurate poverty alleviation can achieve results.From five aspects,the author proposes to improve the work strategy of the third-party evaluation organization for precision poverty alleviation.For example:improve laws and regulations,speed up the process of introducing relevant laws and supporting measures for third-party evaluation;carry out inter-provincial monitoring and evaluation,enhance the independence of third parties;build reward and punishment mechanisms,and perform performance appraisal on third-party organizations and personnel;To improve the performance of monitoring and evaluation;to coordinate the direct and effective communication methods between the assessment targets and the assessment targets;to arrange the assessment tasks according to the actual situation in the poverty-stricken areas;to optimize the operability of the evaluation indicators;Clear public service awareness and so on.Through these optimization paths,I hope to contribute to the third-party assessment of precision poverty alleviation in Anhui Province.
