Research On The Problems Of The Third-party Performance Evaluation In The Precision Poverty Alleviation

Poverty has been a global economic and social problems,but also the whole society pay close attention to and focus on solving the problem.In recent years,with the continuous improvement of our Comprehensive National Power and the participation of the whole society,our poverty alleviation work has made remarkable achievements.How to make the limited national resources to achieve the greatest effect of poverty alleviation,the most important link is to improve the performance of the grass-roots party committee government poverty alleviation and development work.In recent years,at the initiative of the central government,various localities have conducted useful explorations of third-party performance assessment at the provincial level,For example,In 2014,Hunan Province took the lead in formulating the measures for comprehensively deepening the reform of third-party performance evaluation in Hunan Province(for trial implementation);and Hubei Province took the lead in introducing third-party performance evaluation agencies nationwide,the overall deepening of reform in the province to assess the implementation of the work,achieved good results.Based on the field investigation of the introduction of the third party performance evaluation in the field of precision poverty alleviation in T city,this paper finds out the outstanding problems and puts forward some suggestions for solving the problems.The survey found that despite the city poverty alleviation achievements,however,there are many problems in the process of performance evaluation,such as grey area,repeated data collection,untrusted fairness,deviation of data collection and so on.In view of the outstanding problems found in the survey and evaluation,this paper sets out from the empirical perspective,some practical suggestions are put forward from the aspects of perfecting laws and regulations,strengthening the interconnection of data platform,improving the independence of evaluation organization and enhancing the professional ability of evaluation personnel.
