Thoughts On The Construction Of Xiongan New District From The Perspective Of Chinese Ancient Capitalism

Xiong'an New District locating in Baoding,Hebei Province,is a state-level new district under planning and construction,which includes Xiongxian,Rongcheng,Anxin and their surrounding areas.In this paper,Xiong'an New District mainly refers to the three counties.The construction of Xiong'an New District is to transfer non-capital functions,alleviate the urban diseases in Beijing,relieve population pressure and explore innovative urban development models.The capital is a city that has been given the highest political attributes.The non-capital function of a capital city is still a part of the function of the capital city.The essence of the construction of Xiong'an New District can be regarded as the externalization of the functional space of the city,tying in nicely with the planning and construction of the capital.In addition,the natural environment and humanistic historical conditions of Xiong'an New District will also affect the construction of the new district.As a national-level new district transferring Beijing's non-capital function,the construction of Xiong'an New District should take into account various historical experiences that can be used for reference.This article is divided into three parts:The first part discusses the general situation of the new district from the setting of Xiong'an New District,humanistic environment and natural environment.At the same time,this part will analyse the problems and shortcomings in the construction of Xiong'an New District.The establishment of Xiong'an New District is a millennium plan to serve the alleviate of Beijing's urban diseases and the Beijing-Tianjin-Hebei regional development strategy.First of all,good topographic conditions,moderate distance,steeped history,and simple customs are consistent with the location advantage of new district.Over a long period of time this area was between political regions and national regimes resulting regional conditions such as cultural inclusion which are also beneficial to the construction of the new district.Water environment is conducive to ecological construction,but the flood problem is also a hidden danger in the development of the new district.During the process,there are some areas to be discussed in terms of the interpretation of "non-capital function",the type of"non-capital function" and the purpose expected to achieve,as well as the orientation of administrative district ownership.The historical experience of the accompanying capital,the palace the tomb and other factors and the capital city,the historical experience of the adjustment of the internal functional space of the capital can provide ideas for the solution of these problems.The second part provides some historical experience for reference from the perspective of ancient capital's study.First of all,from the perspective of the state capital pattern,the political space presented by the multi-city system in history is gradually transformed into the current multi-regional economic spatial pattern.The positioning of Xiong'an is beneficial to the construction of Beijing and the development of Beijing-Tianjin-Hebei region.Secondly,from the perspective of the adjustment of the inner functional space of the imperial palace of Tang Dynasty and the transformation of the capital(from political city to compound city),this paper points out the key to mitigating the disease of Beijing is to simplify the functions of the capital.The integration of executive agencies in Xiong'an not only simplifies the functions of the capital,but also effectively relieves the population and enhances the political orientation of the construction of Xiong'an.Furthermore,there are similarities between Lingyi and Xiongan construction.Through the analysis of the scale system,function orientation,population migration type and management mode of the Lingyi,it can provide ideas for Xiong'an construction.The third part puts forward some thoughts and suggestions on the construction of Xiong'an New District.Through the above discussion,this paper has the following suggestions about the future construction and development of Xiongan New District:to improve the management hierarchy of Xiong'an New District,which means setting up a management organization at the central level to directly run Xiong'an;to build Xiong'an New District into a national administrative execution center,which can not only relieve Beijing's functions,but also drive population migration.As an innovative experimental city,Xiong'an New District has various elements for trial implementation.The Beijing household registration should be offered to the residents in Xiong'an New District.At the same time,preferential conditions should be used to attract retired state officials,wealthy businessmen as well as artists and litterateurs to settle here,thus forming the political orientation,economic attractiveness and cultural radiation of the national new district,which can also be regarded as a direct way to alleviate the population.
