The rural collective property right system is related to the rights and interests of farmers,agricultural development and rural stability.At present,the external environment and operation mode of agricultural operation are undergoing significant changes.Taian city innovates the rural collective property rights system with the goal of activating the operation right,stabilizes the farmers' contracting right on the basis of confirming the right,promotes the moderate concentration of the operation right by the way of contracting the operation right into shares,condenses the production factors on the platform of land stock cooperative,and activates the land operation right,To explore an effective way of "cooperative management" and to make rural development enter a new stage of "from separation to integration".Based on the current situation of the reform of the rural collective property right system in Tai'an City,this paper puts forward targeted policy suggestions in view of the complicated and changeable new situation of agricultural development and the problems existing in the reform of the rural collective property right system in Tai'an City,in order to provide some theoretical guidance for the reform of the rural collective property right system in Tai'an City,We will promote the sustained,rapid and healthy development of the reform of the rural land property rights system in Tai'an.This paper mainly draws the following conclusions and research results:This paper studies the motivation of the reform of rural collective property right system in Tai'an City,and concludes that it is the consensus of the government,society,villages and farmers of Tai'an City to explore and develop the effective form of collective economy and promote the development of rural collective economy.From the perspective of government,in the context of rural economic development and social transformation,the conditions and environment of grass-roots governance in Tai'an City have also undergone profound changes.Due to the weakness and lag of rural collective economy,the efficiency and governance capacity of grass-roots governance have been limited."Grass-roots governance is difficult to operate,public policies are difficult to implement,and public services are difficult to implement" has become the main dilemma faced by the grass-roots government in Tai'an City.From the perspective of villages,due to the constraints of historical and practical factors,the development of rural collective economy in Tai'an City has been lagging behind for a long time,and the problems of the hollowing out of the rural collective economy and the expansion of the village debt are more prominent,which leads to the disorder and disorder of the governance of manyvillages,There are many problems in the village,such as the lack of collective economy,the lack of ability to work for the people,the lack of cohesion of the village committee and the lack of centripetal force of the masses,which make it difficult to carry out the public affairs and management of the village effectively.From the perspective of farmers,it is in line with the wishes and interests of farmers to develop and strengthen the collective property economy.The decentralized management of each household leads to the small scale of production and low efficiency of collective economic organizations.This paper summarizes the conditions of the reform of rural collective property right system in Tai'an from four aspects: property right,industry,society and talents.The four conditions of property right reform,modern industry,socialized service and local talents constitute an organic whole of interdependence and interaction.Taking property right reform as a breakthrough,under the condition that the right of management returns to the collective to form scale operation,relying on the original foundation or introducing new industries,thus improving production efficiency and closely connecting with the market,This process needs support and promotion from the government,society,individuals and other aspects,including legal system,funds,technology and personal wisdom,ability,social capital and so on.Moreover,as the four pillars of modern collective economy,these four pillars provide a solid support and guarantee for Tai'an to break through,rebuild and rise from the predicament.This paper sums up the types of the reform of the rural collective property right system in Tai'an City,which mainly includes four types: farmer cooperation type,capital integration type,government guidance type and capable person driven type.The advantages of these four types are:first,to find the source of collective income on the premise of clear property rights.Second,on the basis of the development of the collective economy,we should carry out the construction of rural public welfare undertakings.Thirdly,the degree of organization has been improved on the basis of respecting the main position of farmers.Fourth,it improves the performance of ruralgovernance under the clear organizational structure of village level.This paper studies the mechanism of the reform of rural collective property right system in Tai'an City.It is concluded that Taian City,in the process of the reform of the rural collective property rights system,uses the equity and interest factors,combines the guaranteed minimum income with the dividend according to shares,and combines the target profit with the excess profit,and successfully constructs a mutual incentive mechanism between the members and the cooperatives,which provides the internal power for the effective realization of the collective economy.These mechanisms have enlightening significance on how to break the "inertia" of the traditional collective economy and realize the effective incentive to the members of the collective economy.This paper summarizes the performance of the reform of rural collective property right system in Tai'an.It is mainly reflected in the following aspects: first,it has innovated the form of farmers' collective cooperation.The second is to promote the rural market-oriented reform.The third is to solve the problem of win-win for farmers.The fourth is to coordinate the opposites of fairness and efficiency.The fifth is to resolve the contradiction between family contract and scale management.
