Since 2009,with the deepening of the reform of the electric power system in our country,the thermal power construction enterprises have been stripped from the State Grid to form two new group companies-China Energy Engineering Group and Power Construction Corporation of China.The thermal power construction enterprises are transformed into the main business unit of the new group company from the auxiliary business unit of the former State Grid,as per the requirements of the new group company,the human resources management of the thermal power construction enterprise is changed quietly,in particular,the requirements of human resource management of the project have different new demands.In the long-term face of the thermal power construction,the shortage of technical personnel,the stock of the talents and the quality of the personnel can not meet the development needs of the enterprise,and the progress of the project construction and the improvement of the project management level are seriously restricted,thus,The human resource management of the project has become the most important factor affecting the success or failure of the enterprise project.Based on HPCC-3 Company and its Project theory and human resource theory,combined with my practical experiences in human resource management of thermal power construction enterprise,this paper makes a thorough and detailed study on the human resource management of the Projects,as per the following aspects:(1)According to the research background of the traditional human resource management mode,the thermal power construction enterprises find out a new scheme suitable for the human resource management of thermal power construction enterprises,in order to provide a reference for improving the management efficiency of enterprises and improving the competitiveness of enterprises;(2)This paper analyzes the present situation of human resource management of HPCC-3 Company Projects,which is carried out from four aspects: employee recruitment,performance evaluation,remuneration and incentive,training and development.Through the present situation of management,this paper finds out the existing problems of human resource management of the Projects,including the incomplete recruitment process of employees,the formalized performance evaluation,the inflexible mode of remuneration and incentive,the lack of training and development,and the analysis of these causes.(3)Based on the existing problems and the cause analysis,this paper focuses on the improvement of human resource management of HPCC-3 Company Projects,starting with the staff recruitment,performance evaluation,remuneration and incentive,training and development,to set up the principles and specific design of the four aspects to improve the design of human resources,to help the enterprises to set up the correct human resource management system,to improve the human resources management plan and to improve the strategic position of human resources management;(4)Through the research of the improved scheme,the guarantee measures for the implementation of the improvement plan of human resource management are put forward,which are: to further improve the "to take a job" employment policy,to improve the human resource management system of the project and to upgrade the human resource information system of the project;(5)Finally,this paper makes a detailed summary to human resource management improvement process of HPCC-3 Company Projects,emphasizes this human resource management improvement is a complete system,must combine the state-owned enterprise unique culture,from the actual point of view,the gradual implementation improvement plan,through the human resource management improvement plan design of HPCC-3 Company Projects,has raised the staff efficiency,increased the enterprise profit,promoted and enhanced the enterprise project management level,and finally,the improvement of the overall management level of the Projects in the future is prospected.
