In the 21st century,the era of the information economy,how to realize technological changes,stimulate the creativity of R&D personnel and achieve self-motivation have become the focus of the IT industry.In the transition from traditional R&D manufacturing companies to Internet application enterprises,IT companies mainly concentrate on how to effectively activate R&D personnel's motivation and promote the rapid improvement of R&D product quality and efficiency.After many years of research,companies have explored a comprehensive performance management system based on the functional positioning and value contribution of R&D personnel some of which have already formally applied,and even achieved good results.By conducting research on R&D personnel,mutual learning and optimization can be realized among IT companies,and at the same time,it will provide a framework for a better evaluation and incentive system for R&D personnelLC is a technology innovation company.The fast emerging demand for cloud computing,big data and other new technologies create enormous opportunities for LC,leading to its fast growth.With the gradual saturation of demand from Internet industry,how to adapt and meet the needs of markets,in terms of R&D speed and quality,has become a bottleneck for its sustainable development.The key issue for LC has become how to improve R&D efficiency,quality,market share and new product planning based on real market needs.This paper conducts research on LC R&D personnel based on the existing R&D organization design and project management by using questionnaires,interviews and comparative analysis methods to analyze the problems in R&D performance management.The major finding is that due to the inconsistence between the performance assessment system of key R&D personnel and company target and the impact of product life cycle and markets,the improvement on R&D team performance evaluation and the efficient and fair application of performance result is still needed.Combining the scorecards,key performance indicator methods,target management and incentive theory in performance management,and using of R&D management methods based on project management,this paper investigates the performance management system of LC R&D personnel in light with value creation and effective value measurement.Then,this paper redesigned the R&D personnel performance management system under which value contribution is the main orientation.Meanwhile,this system match with the R&D work's characteristics,enhance the management awareness of R&D personnel,and stimulate the vitality and initiative of R&D personnel.To better execute the new performance system,LC establish qualification system to match with performance management;project budget,assessment,feedback,monitoring and appealing system;and optimized hierarchy and policies to apply those initiatives.By conducting research on the performance evaluation system and application system of R&D core personnel,the paper aims to,in theory and practice,provide valuable advice for the R&D personnel performance management of technology companies,especially the performance management of product managers,architects and key R&D staff.
