Study On Stakeholder Action And Its Mechanism From The Perspective Of District And Town Integration

As a product of economic open reform,the development zone has been an important growth pole of the urban economy since its establishment.In the process of regional economic transformation and the second entrepreneurial development of the development zone,the land development space of the urban development zone has a plaque and fragmentation development pattern.With the change of economic model and the change of social and political structure,the role of multiple active entities has made the land space and management pattern of the development zone increasingly complicated,and the development zone has shown the need for transformation and upgrading.Behind the evolution of the spatial pattern of the development zone,the continuous strengthening of the subject and competition relationship has become a key factor in the evolution of the dominant space.Under the development zone as the main body and driving the development of surrounding towns,this paper proposes to study the influence of stakeholders on space based on the perspective of "regional integration",and to conduct theoretical and empirical research on the evolution of spatial pattern of development zones.The regional pattern optimization development strategy is an issue that current planners need to pay attention toThe main findings of this paper are as follows:(1)According to the actual process of zoning adjustment and corresponding development of high-tech zone,the spatial evolution of Suzhou High-tech Zone is divided into four stages:start-up period,development period,expansion period and transition period,summarizing the spatial evolution of "axial development and point-like filling coexistence.The two characteristics of the management unit plaque overlap,and at the same time,the thinking of the transformation direction of the development zone:from the function "splicing" to the district "integration".(2)By constructing the conceptual framework of behavior analysis,the three major interest groups in the district towns and villages are identified as the main body of action.Based on the dynamic patterns of different motives in the market and system,the formation and adjustment of the active pattern are influenced by different behavioral expressions.Among them,the district government and the township administrative subject as the main actors,based on the development appeals driven by material and conceptual interests,under the guidance of relevant space policies,directly promote the spatial form evolution of different blocks through planning control and adjustment.(3)Combining relevant theories,discuss the multi-agent dynamic characteristics of the development zone from three aspects:governance structure,planning control,and subject orientation.It is found that under the adjustment of administrative divisions,the governance structure of the development zone is characterized by diversified evolution,multi-agent interaction in the management of planning and management,and the multi-subjective role in the transformation of the main function.Among them,the initial development zone relies on policy inclination to establish growth poles in a short period of time.In the mid-term administrative expansion process,it integrates the development of multiple zones and transforms into regional integration integration.The root cause analysis of the multi-agent game results in the development zone reveals that the core reasons are:diversified governance subject interests drive,lack of constraint platform;frequent adjustment of planning,lack of control and control;internal structural and external conditions of policy system Aspects.(4)As the product of the initial special economic policy,the development direction of the development zone should be oriented towards the comprehensive integration of districts and towns.The research focuses on the multi-agent dynamic pattern of the inner districts and towns in the development zone,from the "governance coordination mechanism and planning control".In the three aspects of integration and policy reform,the optimization strategy is proposed:promoting the coordinated governance mechanism to achieve coordinated management of multiple active entities,completing the incentive mechanism in the region,establishing the principle of interest game;constructing a sound planning system,building and constructing various planning forms Integrate the platform to improve the implementation of the plan;promote the internal structural reform of the policy at the policy level,improve the external conditions,and ensure that the multi-level entities can be effectively implemented through the improvement of the policy formulation and implementation system.
