Research On Comprehensive Evaluation Of PPP Storage Project In YX City Based On AHP Method

In just a few years since 2014,China's PPP project has surpassed the development scale of developed countries for decades.The advantages of PPP project in avoiding budget constraints and debt constraints are very attractive to public sector decision makers.Many large-scale public construction projects that the public sector can not afford in the short term,PPP project provides the possibility of realization.Especially in some provinces and cities where infrastructure construction is relatively backward and economic development is relatively slow,PPP projects are more favored.However,the abuse of PPP project generalization and non-standard operation of PPP project disguised financing lead to some local governments blindly over-borrowing for construction.In order to prevent the hidden debt risk of local governments,we must resolutely curb the increase of the hidden debt of local governments.PPP project urgently needs to construct a comprehensive evaluation system of PPP warehousing project from the perspective of the government,and evaluate the annual application(or the existing implementation)of PPP project.In this context,the study of PPP warehousing project evaluation has important theoretical and practical significance.According to the requirement of PPP project management standard documents,this paper reviews the related theories of PPP project,draws lessons from the successful experience of PPP project at home and abroad,and analyses the problems existing in the implementation of YX PPP project.The comprehensive evaluation system of PPP warehousing project is constructed by choosing 10 evaluation indexes from three dimensions: compliance evaluation,value for money evaluation and affordability of project investors.Through the case study of YX PPP warehousing project,the correctness and feasibility of the comprehensive evaluation system of YX PPP warehousing project based on AHP method are demonstrated,and reasonable suggestions for optimizing the comprehensive evaluation of PPP warehousing project are put forward.The effective application of the conclusions in this paper can provide guidance for the comprehensive evaluation of PPP storage projects,provide objective decision-making basis for public sector decision-makers,and promote the quality,efficiency and orderly and healthy development of PPP projects.
