Study On Evaluation And Optimization Of Green Economic Spatial Pattern Of Urban Agglomeration In Shandong Peninsula

Economic development of China has entered a new normal.It is imperative to change the mode of economic development,optimize the economic structure and promote high-quality development.Shandong Peninsula Urban Agglomeration is one of the important urban agglomerations in northern China and important economic growth engines in the eastern coastal areas of China,with sustained and high-speed economic growth.However,the long-term over rapid growth has also brought some problems,such as environmental pollution,resource constraints and other issues.Besides,the proportion of the tertiary industry is not high,so it is urgent to cultivate new activities.This paper is based on the five development concepts to measure the green economic development level of Shandong Peninsula Urban Agglomeration and then to analysis of its time evolution in 2001-2017.At the same time,this paper analyzes the spatial pattern of green economy of Shandong Peninsula Urban Agglomeration from spatial differentiation,spatial correlation pattern,spatial distribution direction and center of gravity track,and compares the spatial pattern of green economy with the spatial pattern of economy,and analyzes the similarities and differences.In addition,this paper analyzes the influence of natural geographical,social system,economic development on the green economy of Shandong Peninsula Urban Agglomeration,and discusses the formation mechanism of the green economic spatial pattern from the macro,meso and micro levels.Finally,in view of the problems existing in the spatial pattern of green economy and future development trend,the optimization countermeasures are put forward.This paper studies the spatial pattern of green economy in Shandong Peninsula Urban Agglomeration and draws the following conclusions:(1)Time evolution of green economy: the development level of green economy is on the rise,which can be divided into three stages: slow growth,rapid growth and stable growth.The development level of green economy in each city has increased significantly,and the gap is narrowing.According to the different development basis and growth rate of green economy in cities,the development of green economy in cities are divided into four types: high-level high growth,high-level low growth,low-level high growth and low-level low growth.From 2001 to 2017,the coordination degree of green economic system of Shandong Peninsula urban agglomeration was significantly enhanced.(2)The spatial pattern of green economy:In terms of spatial differentiation,there are obvious regional differences which are manifested as non-equilibrium,relatively balanced and non-equilibrium.Driven by Qingdao green economic growth pole,Qingdao-Yantai-Weihai green economic development axis has been formed.There is no significant spatial pattern of polarization,and the development speed of green economy changes from low speed to high speed.In terms of spatial distribution and center of gravity,the center of green economy is shifted to the northwest and is distributed from northeast to southwest.The standard deviation of green economy moves to the southwest,which indicates that Jinan has become the green economic growth pole in the western region of Shandong Peninsula urban agglomeration.In terms of spatial connection pattern,the total amount of green economic spatial connection of Shandong Peninsula urban agglomeration has increased slightly,but the connection intensity is not high.The green economic connection between most cities is weak.The development trend of clustering is obvious.(3)Comparison between green economic spatial pattern and economic spatial pattern: On the contrast of spatial differentiation,the former is mainly manifested as non-equilibrium,more balanced and non-equilibrium,while the latter is mainly manifested as equilibrium,non-equilibrium and more balanced.In the comparison of spatial distribution direction and center of gravity transfer,the two directions are the same,they are both distributed in the northeast southwest direction.However,there are obvious differences in the transfer direction of their gravity centers.The economic gravity center tends to shift to the south(slightly to the west),while the green economic gravity center tends to shift to the northwest,and both gravity centers deviate from the geographical gravity center.On the contrast of spatial correlation pattern,the intensity of economic connection between cities is higher,the density is greater,the development is faster,and the economic grouping pattern is more obvious.(4)The influencing factors of green economic spatial patter: This paper makes a qualitative analysis of the influence of natural geographical,social system,economic development,scientific and technological innovation on the spatial pattern of green economy of Shandong Peninsula urban agglomeration,and makes a systematic analysis from the macro,meso and micro levels.At the macro level,through the policy transmission of green economy by governments at all levels,the industrial structure,ecological environment capacity,industrial layout and other factors are adjusted to promote the formation of the point axis mode of green economy.At the meso level,under the guidance of monetary policy and fiscal policy,through the green space structure,green organizational structure,green industrial structure and other aspects to promote the formation of green economic spatial pattern.At the micro level,through macro guidance and meso driving,enterprises and individuals are guided to change production and consumption concepts,carry out green production and green consumption,and form a green regional culture,so as to promote the development of green economy in the opposite direction.(5)Countermeasures to optimize the spatial pattern of green economy: Relying on the transportation network to develop the new axis of green economic development,we should strengthen the green economic connection between cities.Promoting the deep integration of production,learning and research of each city and giving full play to the advantages of technology and talents,increasing the innovation in the field of green,low-carbon and circular economy.In addition,we should pay attention to the development of green parks according to the different resource bases and industrial bases of cities.The characteristic park should pay attention to the development and utilization of renewable energy for the cities relying on the unified secondary energy.Establishing the concept of green development,green production and life style should be advocated among the government,enterprises and the public.We will coordinate urban and rural development,strengthen the coordinated development of green economy in urban agglomerations,and narrow the gap between cities in the development of green economy.
