Evaluation And Countermeasure Research On The Level Of The Integrated Development Of The Primary,Secondary And Tertiary Industries In Ganzhou City

China is an agricultural country with a long history.Stressing agriculture and consolidating the fundamentals of agriculture is essential for ensuring people’s security and governing the country.Effective solutions to the problems of agriculture,rural areas and farmers are key to improving the country’s governance capacity and system and building a powerful modern agricultural country.In the No.1 Document of the Central Committee of 2015,the concept of promoting the integrated development of the primary,secondary and tertiary industries in rural areas was put forward for the first time,providing new ideas for solving the problems of "agriculture,rural areas and farmers",promoting agricultural modernization and realizing rural revitalization.Ganzhou City of Jiangxi Province is a typical agricultural city with its unique endowment of agricultural natural resources.Ganzhou City of Jiangxi Province closely follows the pace of the rural revitalization strategy,helping the integrated development of the primary,secondary and tertiary industries in rural areas,and constantly consolidating the foundation of agricultural modernization.However,there are still many problems in the development process.Promoting the integration of rural primary,secondary and tertiary industries is an important way to optimize the rural industrial structure,broaden the income channels of farmers and promote the transformation of rural economy in Ganzhou City,Jiangxi Province.Therefore,it is of guiding significance to construct index system to evaluate its development level to help the integrated development of rural primary,secondary and tertiary industries in Ganzhou City of Jiangxi Province.This paper uses literature analysis to sort out domestic and foreign literature on the integration of rural primary,secondary and tertiary industries,defines relevant concepts and lays a theoretical foundation.Starting from the actual situation of rural Ganzhou City in Jiangxi Province,it summarizes the basis and current situation of the integrated development of rural primary,secondary and tertiary industries.According to the principle of index system selection,combined with the characteristics of the integrated development of rural primary,secondary and tertiary industries in Ganzhou City in Jiangxi Province,Two first-level indicators,four second-level indicators and14 third-level indicators were selected to construct the evaluation index system of the integrated development level of the rural primary,secondary and tertiary industries in Ganzhou City,Jiangxi Province.The method of qualitative analysis and quantitative analysis were used,the entropy weight method was used to assign the weight,the coupling coordination degree model was used to analyze the coordinated development level,and the integrated development level of the rural primary,secondary and tertiary industries in Ganzhou City was comprehensively evaluated.According to the evaluation results,it can be seen that during 2016-2021,the coupling degree of the integrated development level of the primary,secondary and tertiary industries in the rural areas of Ganzhou is low,and the coupling degree of the system is in the unbalanced stage for several consecutive years,but the overall steady growth,showing a good trend.According to the evaluation results,it is found that the overall level of the integration of the primary,secondary and tertiary industries in the rural areas of Ganzhou city of Jiangxi Province is not high,the external support construction is not perfect,the industrial chain is short,the multifunctional mining of agriculture is not enough,the lack of high-quality labor resources,the level of science and technology of related industries is not high.In view of this,it puts forward to improve the supporting policies of various elements and strengthen publicity and training;Improve the construction of agricultural production,rural e-commerce,service tourism facilities;Expand agricultural internal and external industrial chain;Expanding agricultural economic,ecological,cultural and social functions;Introducing grassroots entrepreneurial talents and accelerating the cultivation of new professional farmers;The countermeasures and suggestions of strengthening industrial science and technology research and development and perfecting science and technology extension system.
