Research On The Integrated Development Of The Primary, Secondary And Tertiary Industries In Rural Guizhou Provinc

The integration of primary,secondary,and tertiary industries in rural areas is a significant institutional and practical innovation in promoting agricultural and rural modernization,and is also an important measure to implement the rural revitalization strategy.In 2015,the No.1 central document of the Central Government put forward for the first time "to promote the integrated development of rural primary,secondary and tertiary industries",after that,the government has successively released policy documents to promote the integration of rural primary,secondary and tertiary industries.In 2023,the No.1 central document pointed out that it is necessary to tap the multiple values of rural areas and promote the development of rural leisure tourism and rural ecommerce.Guizhou continues to extend the agricultural industry chain,explore agricultural multi-function,and cultivate new industries and new formats.Many regions have been selected as national and provincial demonstration parks for the integrated development of rural industries,and have achieved certain results in the integration and development of rural primary,secondary,and tertiary industries.However,there are still problems such as shallow integration levels and insufficient element vitality.Therefore,it is of great significance to study the integrated development of the rural primary,secondary and tertiary industries in Guizhou Province to accelerate the transformation of agricultural development mode and promote the high-quality development of agriculture.Taking Guizhou Province as an example,this paper analyzes the current situation of the integration of the primary,secondary and tertiary industries in rural areas.Centering on the three major models of the integration of the three industries in rural areas in Guizhou,namely "agricultural industry chain extension,agricultural multifunctional expansion and agricultural service elements development",this paper constructs an evaluation index system and makes an empirical analysis with the data of Guizhou Province from 2011 to 2020.The entropy method was used to calculate the integration degree of rural primary,secondary and tertiary industries in Guizhou province,and the grey correlation analysis method was used to further study the impact of the integration of the primary,secondary and tertiary industries in the rural areas of Guizhou Province on the output value of agriculture,forestry,husbandry and fishery and farmers’ income,and to analyze the magnitude of their impact.The results showed that the integration degree of three industries in Guizhou Province was on the rise as a whole.Before 2015,the scores of the three integration modes were relatively low,and after 2015,the scores increased rapidly,which was in the early stage of development.The score of industrial chain extension fluctuates greatly,and the score of agricultural multifunctional expansion presents a continuous increasing trend before 2020.Since2012,the score of agricultural service element development integration model has been on the rise.The integration of rural primary,secondary and tertiary industries has a positive impact on the output value of agriculture,forestry,husbandry and fishery and farmers’ income,and each evaluation index has an impact on the output value of agriculture,forestry,husbandry and fishery and the per capita net income of farmers,while the investment in agricultural technology,scientific research and innovation,financing channels and other aspects needs to be strengthened.Combined with empirical analysis,three main integration modes of "Yanhe County sand empty plum industry chain extension,Meitan County tea culture and tourism integration,Xiuwen County kiwi industry development" were selected for field research,summarizing demonstration experience,and finding that there are still problems in agricultural product processing,management,talent,capital,technical services and other aspects.Based on this,countermeasures and suggestions are proposed to "improve the level of precision processing of agricultural products;increase input in factors such as technology and capital,break through the bottleneck of production factors;cultivate new agricultural business entities,improve the interest linkage mechanism;cultivate and expand leading enterprises,and improve management innovation capabilities",aiming at promoting the rapid development of agriculture and rural areas in Guizhou Province and achieving sustained income increase for farmers.
