Performance management is an important tool for sustainable development of enterprises.Effective performance management can improve the competitiveness of enterprises and lay a foundation for innovative development.Performance evaluation as an important part of performance management,using specific indicators and standards,using scientific and effective methods,it plays an important role in providing decision-making information for enterprise management,strengthening internal control and guiding managers to achieve enterprise goals.In the design of the performance management index system of Accounting networks and associations,the advanced theories and methods of the foreign balanced scorecard are used for reference,in view of the current Accounting networks and associations performance evaluation in the existence of some indicators weight,incentive system and staff feedback related issues,fully combined with the specific work of Accounting networks and associations,explore the design of a performance evaluation system in line with the TX Accounting networks and associations.Through literature research,field research and case study,this paper studies four methods of performance management theory and performance evaluation,with emphasis on balanced scorecard.Secondly,it introduces the current situation of performance evaluation system,according to the application importance and management difficulty of implementing performance evaluation in Accounting networks and associations,this paper points out the main defects and potential problems in the process of implementing the balanced scorecard,and through in-depth research and analysis,illustrates the advantages of the balanced scorecard method compared with other performance evaluation methods,and Its practical applicability in Business performance management applications.At last,the paper reconstructs the performance evaluation system of the Accounting networks and associations by using the balanced scorecard and Accounting networks and associations,aiming at the problems of the performance evaluation system of the TX,the simulation test and effect evaluation are carried out by using the system.At the same time,in order to play a more effective role,it also puts forward measures and suggestions to perfect the performance evaluation system,establish the supervision mechanism and perfect the safeguard system in the implementation of the new performance appraisal system and the implementation of the management safeguard measures,to ensure that the firm to achieve the strategic objectives of the enterprise.
