Under the 'Belt and Road' background,China and Singapore have maintained a good momentum of development and fruitful results of pragmatic cooperation.In terms of connectivity,China and Singapore have launched project cooperation.Among these projects,how to deal with the ecological bottleneck problems encountered in China's urban development and solve the tension between people and land are particularly important.As a city country with high-density development,Singapore has realized the efficient and intensive use of land resources with its macro land use policies and successful practices,and ensured the sustainable development of urban construction.Beijing is the capital of China,is very important in the ' Belt and Road',With the integration of the ' Belt and Road ',Beijing will play an important role in building the north central line.It will have a positive effect on the China Japan Korea Free Trade Area and the economic corridor between China and Mongolia.By docking with the ' Belt and Road ',how to solve the problems of serious land waste and unreasonable land use structure in cities,to further tap the potential of land use,and to alleviate the contradiction between urban land supply and demand,promoting the ' Belt and Road' construction is a pressing problem.Based on this,this paper takes Singapore and Beijing as research objects,selects the improved TOPSIS method,and constructs the evaluation index system of urban land intensive use from four aspects: land input level,land use level,land output level and land ecological benefit,studies the evaluation and comparison of the intensive use of land in two cities,and makes diagnosis and comparative analysis by using the method of obstacle factor diagnosis.I hope it can provide reference for Beijing and other cities to further improve the level of urban land intensive use in the future,and play an important role in the ' Belt and Road '.The main conclusions of this paper are as follows:1?From 2009 to 2018,the level of urban land intensive use in Singapore is on the rise,and gradually develops from medium and medium level to high level.The first stage is 2009-2013,the level of urban land intensive use is not high,and it is in the state of moderate intensive use.The second stage is 2014-2015,the level of urban land intensive use is transiting to medium high level,and 2016-2018 urban land intensive use level develops rapidly,which is in the state of high intensive use.2? From 2009 to 2018,the level of urban land intensive use in Beijing experienced a process from low-level intensive use to medium intensive use and then to medium high intensive use.The specific changes can be divided into three stages.The first stage is 2009-2011.The development level of land intensive use in Beijing is slow and in a state of low intensive use.In 2012-2016,the level of land intensive use increased and reached the level of medium and high intensive use in 2014.Then in 2015,the level of land intensive use decreased,showing an upward trend from 2015-2018,and reached the level of medium and high intensive use in 2017.3?From the comparison results of urban land intensive use between Singapore and Beijing,it can be seen that from 2009 to 2018,the urban land intensive use of the two cities showed an average upward trend,and in general,Singapore was higher than Beijing.The differences are mainly reflected in two aspects: first,Singapore's land intensive use level is more in the middle and high intensive,while Beijing's land intensive use level is more in the middle intensive use level.Second,the intensive utilization development process of the two cities is not the same.The overall development trend of Singapore is to rise slowly,while that of Beijing is to rise first,then decline and then rise.4?The main obstacles to the intensive use of urban land in Singapore are per capita construction land area,per capita employment,per capita vehicle ownership,the proportion of science and technology education in financial expenditure and road density,etc.;the main obstacles to the intensive use of urban land in Beijing are per capita environmental protection investment,population density,per capita construction land area,per capita green space area and sewage treatment rate Wait.
